The Small Enterprise Programme of the ILO seeks to unlock the potential of creating more and better jobs in small businesses - a sector where the bulk of employment is being provided. The programme is working with governments, social partners, the private sector and individuals on improving the business environment, delivering entrepreneurship education and training, integrating small entrepreneurs into local and global value chains, and improving working conditions in small enterprises (for more details see www.ilo.org/seed).
The programme is recruiting a specialist in SME management training to globally coordinate one of its key products, the "Start and Improve Your Business” (SIYB) management training programme (see www.ilo.org/siyb). The position should also help in developing more rigorous M&E tools and impact measurement for both SIYB and other training products in the Small Enterprise Programme. This also includes assisting selected technical cooperation projects to adopt the Donor Committee for Enterprise Development (DCED) results measurement standard.
Key technical duties
1. Sustain the global SIYB trainer network and rigorously apply the quality assurance system. This includes advising field offices and projects on how to execute the roll-out of enterprise management training systems with a variety of national partners and in coordination with the ITC ILO in Turin.
2. Coordinate the work on revising entrepreneurship and SME management training curricula and management tools. This could include linkages of business management training to value chain development, to finance, to good workplace practices and ensuring gender mainstreaming.
3. Build and maintain a global monitoring system for ILOs entrepreneurship and management training tools
4. Support the adoption of the DCED results measurement standard in selected ILO projects. This includes internal advocacy for more rigorous M&E systems as well as technical assistance in projects in order to provide credible evidence on job creation and job quality improvement.
6. Identify potential new donors, draft submissions to public and private donors, and participate in negotiations with donor's representatives.
Qualifications requirements:
Education
Advanced university degree in Economics or a related field in social sciences with demonstrated expertise in the field of enterprise development.
Experience
Five years' experience in the field of enterprise and private sector development at the national level or three years at the international level. Demonstrated experience in applying project cycle management and practical knowledge about Monitoring and Evaluation.
Languages
Excellent command of one ILO working language and good knowledge of another, one of these languages should be English.
Technical competencies
Capacity to provide practical technical advice on how to implement training programs and how to handle related M&E issues. Excellent writing, communication, and presentation skills. Strong social, organizational and knowledge management skills are required in order to coordinate and manage a global network. Capacity to produce high quality reports, evaluate and monitor technical cooperation activities and projects. Excellent analytical skills. Good knowledge of financial practices and principles. Good knowledge of programme formulation, administration and evaluation techniques and practices.
Behavioural competencies
Ability to justify requirements and approaches to problem resolution. Ability to resolve complex problems. Ability to supervise staff. Strong client orientation; strong orientation to learning and knowledge sharing, negotiation skills. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
