Reporting the the Country Director, the Senior Clinical Systems Manager is responsible for the oversight and technical leadership of the overall ICAP Mozambique technical portfolio of the integrated Technical Assistance and Capacity-Building project ICAP implements in four provinces in Mozambique. The Senior Manager will be responsible for the planning and strategy development, technical assistance to national counterparts, technical training of staff, and support to implementation of these programs. The role requires direct collaboration with the Mozambican Ministry of Health (MOH) and other national-level Technical Advisors to develop and expand ICAP-Mozambique’s technical portfolio across program areas.
Key Duties and Responsibilities:
• Provide ongoing technical leadership, direction and supervision with regards to HIV programmes, including the development and review of guidelines, policies and protocols
• Lead overall technical strategy and work plan development processes with technical team members
• Supervise and support the development of the technical team capacity and expertise to provide technical assistance through provincial and district support
• Provide direction in the monitoring and evaluation of technical programmes and activities and in the subsequent development of new and/or expanded health programmes
• Provide advisory and assistance to programmatic implementation to include clinical training, information system development/improvement, facilitation of community linkages, patient flow analysis, improvement of adherence support systems, development or improvement of referral systems, etc.;
• Lead and co-ordinate the documentation of best practices, lessons learned, case studies and other materials
• Interface with the Director of Finance and Administration in the development of budgets and rational management and monitoring of programme expenses
• Manage and co-ordinate internal and external technical support visits
• Lead process of development or updating of materials related to HIV/AIDS care and treatment; including clinical guidelines, protocols, algorithms, training materials, SOPs and standards of care
• Serves as a resource to ICAP in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the prevention, care and treatment of HIV/AIDS and related illnesses
• Organize/compile the Technical unit monthly report and any other activities report as required and submit them on time
• Ensure coordination between HIV/AIDS care and treatment, Pediatric Care and treatment, PMTCT, APS, TB, and Lab Advisors; including the provision of integrated support to provincial teams as well as tools development and CQI activities
• Manage relationships with key Ministry of Health and USG partners and facilitate effective communication between ICAP and its partners
• Other duties as assigned by Country Director
Qualifications:
• Medical Degree and appropriate licenses; Master’s degree in Public Health strongly preferred
• At least ten years experience in health services programming and management;
• Extensive supervisory and project management experience (at least 3-5years) and skills
• Experience in training, supervising and performance management of senior-level technical personnel
• Experience in programme planning, implementation and monitoring
• Excellent technical writing skills, demonstrated through high-level report generation, research and best practice publication as well as donor proposal writing
• The proven ability to ensure high-quality programme outcomes
• Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection
• Demonstrated flexibility and openness in responding to changing work priorities and environments
• Excellent interpersonal and team building skills
• Exceptional written and verbal communications skills, fluency in Portuguese and English, Spanish also possible
