Head of Finance, Dar es Salaam, Tanzania
We seek to employ a sell staler with a high regard for integrity as Head of Finance. The Head of Finance is a member of the Senior Management Team of ActionAid international Tanzania reporting to the Country Director and is technically supported by International Director of Finance based in Johannesburg and the Finance Coordinator based in Nairobi. This post involves a full range of financial oversight and general management functions.
The purpose of the position is to ensure the financial, management and legal integrity of AMU within the legal framework of policies and procedures established internationally and to ensure that the requirements of local and international law are adhered to and complied with. The position is also responsible to provide strategic direction to AAITZ: to help ensure all of AAITZ's overall strategic objectives are net: and ensure the continual improvement of monitoring, control and expenditure of grantees.
Key Responsibilities:
Corporate Responsibilities
• To be part of the Senior Management Team of AAiTZ which makes strategic decisions regarding the Country Programme (CP), thus unsling strategic responsibility for the CP as a whole.
• To provide advice and support on financial matters to the Country Director and other senior managers so as to ensure proper financial management of AAiTZ programme
• To ensure effective utilization of organizational assets
Financial Controls
• To plan and manage AAiTZ external funding needs
• To continuity review. evaluate and develop the internal financial systems in order to maintain financial integrity of AAiTZ
• To maintain compliance with Action Aid corporate policies as lad down in the International Financial Policies and Procedures Manual (IFPPM), including local statutory. legal and tax requirements
• To develop and maintain the Local Financial Policies and Procedures Manua (LFPPM) developed within the overall framework of IFPPM
• To put in place effective systems to arrow adequate financial management oversight
Financial Reporting
• To prepare and issue accurate and timely financial and management reports to the Country Director: management, donors: regions and UK as specified in the IFPPM
• To out in place effective reporting systems to allow adequate financial monitoring
• To coordinate the annual budgeting, forecasting and three-year planning exercise and ensure that these are consistent with guidelines and procedures agreed with Regional and London Offices and in accordance with specific needs of Action Aid
Audit
• To lead the audit process of the financial statements o compliance with statutory regulations at both the local and international level
• To ensure that financial statements are prepared for internal or external auditors as required
• To liaise closely with both the internal and external auditors to ensure that audit timetables and guidelines are adhered to
• To ensure that proper follow up on agreed recommendations of both internal and external auditors
Staff Management
• To manage all staff reporting to the Head of Finance and provide technical support to all Finance staff both in AAiTZ and other donors supported by WIZ Country Programme
• To develop the skills of all Finance staff and to assist non-finance staff in developing financial skills
Support to Programme
• To provide advice, assistance and training on financial matters to the Country Director and other senior managers as required for them to improve their financial management in their programmes
• To assist in the recruitment: assessing and development of finance and non-finance staff for AMU programme offices and projects
Safeguarding Assets and Interests
• To ensure that AAiTZ assets are being used in good faith for the purposes that the donors intended.
Manage exchange rate risk
• Observe the exchange rate movement and advise the management on spending so as to avoid cash loss and liquidity problems
Human Resources
• Enhance team spirit and stature among the Finance staff
• Ensure all employees have signed the performance contract at the beginning of the year
• Ensure wrier Finance staff performance monitoring and effective feedback is given to staff
• Ensure formal performance reviews/ Appraisals are done twice a year
• Ensure training needs are identified to all Finance staff
• Ensure training courses are identified as per identified training needs and follow up with HROO department for implementation
• Induct all new staff
• Coach staff on various Finance activities and provide technical support to them
• Ensure signed off own performance contract at the beginning of the year
• Ensure personal development plan in place at each beginning of the year
• Responsible at flowing up with the line manager on the implementation of the own identified training needs
• Perform any other related duties as assigned by the line manager
Competency Requirements:
A Bachelors of Commerce in Accounting, Business Administration or equivalent. an MBA in Finance will be an added advantage; membership of a professional accountancy body.; work experience with an NGO would be of added advantage; very strong experience in financial management and accounting practices at a senior management level; proven experience in implementing financial and administrative control systems; excellent learn building and leadership skills, interpersonal and communication skills; high degree of maturity and sense of judgment are also essential; proven experience in running donor funded projects; sound practical knowledge of spreadsheets, knowledge of one information Technology accounting systems is a must and knowledge of SUN system is an advantage; practical understanding of development programming challenges and appreciation, of the financial support requirement; willing and has skills to develop capacity of ActionAid international Tanzania staff in sound financial management practices.
Experience
A minimum of eight (8) years relevant experience in a reputable organization with a minimum of three (3) years post qualification in a senior management position
