The International Education and Training center for Health (I-TECH) is a collaboration between
the University of Washington and the University of California, San Francisco; and is funded by US Centers for Disease Control and Prevention's Global AIDS Programme (CDC GAP). I-TECH works in partnership with local ministries of health, universities, non-governmental organizations (NGOs), medical facilities, and other organizations to support the development of a skilled health work force and well-organized national health delivery systems. I-TECH activities in Tanzania focus on building the necessary human and training infrastructure for training health care workers, and for building capacity to provide quality health services including HIV services.

Position summary
Reporting directly to the I-TECH Tanzania Deputy Country Director for Operations, the Finance
Director will be responsible for management and oversight of all financial' processes and procedures such as budget coordination and monitoring, cash management, financial procedures and internal controls, procurement, payroll systems, computerized accounting systems and procedures and audit management and leadership to the finance team.
General Roles and Responsibilities
Provide direct supervision to the Finance Manager and ensure the Finance team fulfills
financial goals of the organization as well as establishing a strong finance team.
Provide vision, leadership and financial management within the organization
Develop recommendations to senior management for the monitoring, evaluation and
improvement of all financial services and procedures
Work. in close collaboration with I-TECH HQ and in-country management to coordinate
budget preparations, ensuring quality control and management input.
Lead and coordinate the internal audit and annual external audit process and ensure audit
compliance.
Collaborate on the development of policies and procedures for procurement and ensuring
appropriate segregation of duties.
Ensure financial compliance with Fiscal policy per the Field Office Manual and GAAP and
compliance with donor rules and regulations.
Oversee preparation and submission of periodic and timely financial reports to the relevant
stakeholders.
Qualifications
• Professional Accounting qualification such as ACCA / CPA / CIMA/ CA preferably with a
Master's Degree in Finance or Business Administration.
• A minimum of ten years professional accounting work experience, which demonstrates
increasingly responsible financial management experience preferably in an international
development organization.
• Minimum of 5 years of experience in working with a US donor funded program(s}.
• Familiarity with managing donor funded programs particularly with those that are USG
funded.
• Clear written and verbal communication skills, close attention to detail and ability to
communicate financial and accounting information to I-TECH management in Tanzania and
the Headquarters in Seattle.
• Strong rnanagement and interpersonal skills required.
