| About this Job: | Diakonia is a Swedish development organization working together with local partners for a sustainable change for the most vulnerable people of the world. In Uganda, Diakonia works mainly in the north eastern Karamoja region, focusing on improving the living standards of the most vulnerable people. Diakonia also has strategic relations with civil society organizations in the capital Kampala, and in other parts of Northern and North Eastern Uganda. Job Title: Finance and Administration Officer- EU Funded Project Responsible to: Country Representative Location: Uganda Programme, based in Kampala Specific Responsibilities: - Ensure that the financial, procurement of goods and services, human resources management and all other services related to financial management and accounting are executed as per the grant Agreement signed between Diakonia Sweden and EU as well as sub-grant agreement with Partner Organization, and in accordance with the EC Administrative and Financial Guidelines.
- Verify and confirm the appropriateness of all expenditures in terms of the project, the budget line the expense is to be charged, availability of budget, fulfillment of the financial procedures and supporting documents as per EC and Diakonia requirements, and correctness of the financial documents before decisions of effecting any payment by Diakonia
- Ensure that project financial activities are carried out in line with adequate internal financial control system in place.
- Record transactions as they occur using the accounting system in use and produce periodic reports – monthly, quarterly and yearly.
- Safely and systematically keep accounting records and documents separately from other records and documents of Diakonia.
- Establish and ensure effective inventory record system for project materials and assets
- Generate monthly financial reports, such as Budget against Actual Income and Expenditure and related financial reports for internal management actions for the Project.
- Provide technical assistance and troubleshoot to project accounting (and other) staff in the project offices and project sites.
- Oversee all EU project administrative functions which include procurement, administrative procedures local and international procurement, efficient and effective use of all project resources.
- Timely receive, verify, compile financial documents and reports submitted by Project Partners and produce consolidated periodic financial reports to be submitted as per the requirements of EU.
- Co-ordinate audit and make financial records and documents accessible to auditors and authorized persons that will be assigned by Diakonia as required by EU.
- Ensure that project resources, such as money, materials, human resources and facilities are optimally used to ensure cost-effectiveness
