Catholic Relief Service South Sudan Program wishes to recruit highly
competent, proactive and self-driven person (South Sudanese National
only) to fill the position of Conflict Early Warning Early Response
System be based in with official travels to field offices.
PURPOSE OF THE POSITION:
To support the Peace building and Governance program specifically in
the implementation of the Conflict Early Warning Early Response System
(CEWERS) for South Sudan. The Deputy CEWERS Manager will support and
work closely with the CEWERS Manager for the responsibility for the
overall management and implementation of the CEWERS project. The
Deputy CEWERS Manager will also provide overall support in regard to
project Monitoring and Evaluation. The Deputy CEWERS Manager will also
directly manage program staff and assets for Upper Nile, Jonglei and
Eastern Equatoria for the implementation of program objectives.
KEY RESPONSIBILITIES
Supervise planning, implementation, monitoring and evaluation of the
CEWRS Project in close collaboration with the CEWERS Manager.
Provide oversight for program activities, team building and the
creation of external partnerships.
Ensure that an effective monitoring system is in place in relation
to program activities, budget allocations and financial expenditures.
Develop a strategic monitoring and evaluation action plan to achieve
maximum results at program level; and initiate and oversee its
implementation in collaboration.
Strategic guidance and innovation to the program as well as
providing strong leadership and ensuring technically sound
decision-making processes.
Ensure consistent buy in to the project with both the national and
state governments within South Sudan and ensure integration with
relevant security sector programs.
Provide project direction and supervision to the CEWERS State
Project Managers
Engage in local networks, gathering and sharing relevant information
in relation to conflict and protection concerns, issues and trends
with relevant actors and advocating for action with appropriate
stakeholders with regards to the CEWERS. (This will include
collaboration with local NGOs, CBOs, INGOs and national/international
forums.)
Nurture strong relationships with CRS local and international
partners Track and monitor project progress against set objectives,
timeline and budget.
Submit monthly reports; contribute to donor quarterly and
end-of-project reports and Peace building and Protection annual
reports.
Ensure oversight of CRS field operations in relation to the CEWERS
project, including operations, administration, logistics, procurement,
budgeting, financial accounting and program monitoring;
Draft donor reports for the CEWERS in collaboration with CEWERS Manager
Represent CRS at relevant meetings with government, donors UN and
peace actors and peace institutions and promote a healthy work
relationship with all stakeholders;
Keep the CEWERS program appraised of country wide trends in relation
to peace building;
Oversee coordination between implementing partners and grantees in
order to identify and implement lessons learned from evaluations into
the structure of new programs and MERL practices.
Adhere to codes of conduct in all activities (e.g., UN Code of
Conduct for the prevention of sexual exploitation and abuse and the
CRS Child Protection Policy), needs of vulnerable people, violations
of human rights, child rights and women’s rights (i.e., international
conventions), and reporting mechanisms.
Minimum Qualifications/Experience
Minimum university degree in social work, community development or
related field;
A minimum of four years work in a relevant field;
General understanding of human rights, governance and peace building
principles;
Refined training and facilitation skills, especially in
cross-cultural environments;
Proven abilities in managing successful community-based projects;
Strong M&E skills and experience.
General understanding of project management and monitoring techniques;
Proven analytical, problem-solving skills and comfortable working
under minimal supervision;
Energetic and motivated skills in community mobilization, training,
and team-building;
Highly organized, efficient, and able to meet key deadlines;
Highly developed inter-personal skills/inter-cultural sensitivity;
Proficient in typing, MS-Word, Microsoft Excel, and email/internet
programs; and
Must have excellent oral and written communication skills.
