In line with its Private Sector Strategy, UNDP is becoming increasingly well positioned to support innovative approaches of inclusive market development (IMD) engaging with the private sector and other stakeholders to improve opportunities for the poor to participate in markets as producers, employees or consumers. With Africa being a major focus of UNDPs work, a regional Private Sector and Inclusive Market Development for Poverty Reduction in Africa project, the “African Facility for Inclusive Markets” (AFIM) (www.undp.org/africa/privatesector), commenced in November 2010. This project is lead by the Regional Bureau for Africa (RBA), supported by the Private Sector Division, and coordinated from UNDP’s Regional Service Centre in Johannesburg. AFIM’s four main outputs are: - Increased capacity of regional organizations, governments, and other stakeholders to support inclusive market development in the region;
- Inclusive market development initiatives at regional and country levels developed and supported
- Alliance of partners for African inclusive market development established
- Improved access to finance for small producers and enterprises facilitated
This project is demand based and aims to complement and support implementation of existing and emerging UNDP private sector country projects as well as support the development and implementation of new regional and country initiatives contributing to capacity development and institutional strengthening for the expansion of a vibrant indigenous private sector in Africa through initiatives that involve public and private stakeholders at regional and national levels. In 2011, AFIM undertook a major needs assessment of the regional organs within Africa (the African Union Commission, the NEPAD Planning and Coordination Agency and four regional economic communities – the Common Market of East and Southern Africa (COMESA); the East African Community (EAC), the Economic Community of West African States (ECOWAS) and the Southern African Development Community (SADC). The focus of the study was to assess the private sector engagement capacity and private sector development capacity of these organs. Moreover, AFIM organized an inaugural Public Private Dialogue during the AgriBusiness Forum 2011 adopting the Johannesburg Declaration calling for regional project facilitation platforms. Based on this assessment and the declaration, AFIM is going to develop capacity of these regional organs to promote regional integration, generally, and the development of regional value chains, and inclusive regional markets, more specifically. Towards the aforementioned goals, the consultant will be responsible for six key deliverables working with RECs such as the EAC, ECOWAS, COMESA and SADC to strengthen their capacity to support regional value chain development, attract investment and inclusive finance for regional agribusiness value chains, collaborate with private sector stakeholders on regional value chain projects. A major delivery vehicle will be two regional AFIM weeks, one in each East and West Africa, consisting of a project facilitation platform, an IMD and regional value chain development training and inclusive finance training. |
The consultant will have regular presence at the office of the UNDP RSC in Johannesburg. S/he will be under the supervision of the AFIM Project Manager and be responsible for the following deliverables: Dissemination of Inclusive Business Finance Mapping and Field Guide (until 30 April) - Ensure that the Inclusive Business Finance Mapping and Field Guide reports final design and editing is done according to the UNDP corporate design guidelines
- Develop and execute dissemination strategy with selected key partners, including UNCDF
- Ensure printing and dissemination in both print and Internet (AFIM homepage and online-directory)
Organization of Regional AFIM Weeks (until 30 June): - Prepare, plan and deliver two regional AFIM week events in partnership with selected REC together with the AFIM Team and consultants (one in East Africa, one in West Africa)
- Develop agenda, engage and manage speakers, partners and participants
- Support the preparatory research on selected value chains and related potential projects to be presented during the project facilitation platforms
- Prepare and organize the inclusive market development and regional agribusiness value chain development training together with the AFIM Team
- Prepare a presentation on Inclusive Business Finance mapping and mobilization at the national and regional levels material and deliver training during regional AFIM weeks.
Support the Coordination of Regional Project Facilitation Platforms (until 30 June): - Prepare, plan and deliver two project facilitation platforms (PFPs) during the regional AFIM weeks, focused on regional agribusiness value chains in the grains and horticulture sectors – in West Africa and East AfricaSupport the development of TORs for regional NGO support
- Support the development of TORs for regional consultants to identify, review and facilitate value chain projects
- Coordinate PFPs, and development of outcome results framework for at least two regional agribusiness value chain projects
Support the Facilitation of Regional Agribusiness Value Chains (until 30 September ): - Development of project selection criteria for AFIM technical/ financial support
- Support the identification and analysis of potential regional value chain projects
- Support and facilitate the provision of direct financial and technical assistance support for selected value chain projects
- Support and mobilize additional investments and assistance for selected value chain projects ensuring achievement of measurable impact and result.
Support of CAADP Regional Investment Programs (until 15 December): - Prepare, plan and deliver two regional workshops on investment promotion to support regional agribusiness projects developed through the Comprehensive African Agriculture Development Programme (CAADP) of the African Union/ NEPAD.
- Identify and engage participants for the workshops from the public and private sectors – particularly inclusive business finance institutions
- Support two regional CAADP programmes (ECOWAP and COMESA CAADP programme) working closely with the NEPAD Planning and Coordination Agency and CAADP’s management team.
Concluding Report (until 15 December 2011): - Preparation of a written report on regional AFIM weeks and PFPs’ proceedings and follow up measures
- Expenditure and activity report on all activities undertaken, outputs and results achieved as well as suggested next steps for 2013
Travel: The consultant shall propose travel plans and budgets in connection with field missions for due diligence, stakeholder consultation and other related travel. |
Technical / Functional Competencies: - Knowledge of private sector and pro-poor market development, in particular of value chain approaches and inclusive finance
- Knowledge of regional private sector companies and banks, especially in the agro-food industry
- Knowledge of inclusive finance models and products
- Knowledge of UNDP and other UN agencies are beneficial
- Strong analytical aptitude, communication and presentation skills
- Outstanding communication skills in English; French an asset
- Computer proficiency: MS Office

Qualifications & Experience: - At least Masters Degree in international development, economics, business, finance, agricultural economics, agribusiness, marketing or related field.
- A minimum of ten years of progressively responsible experience in private sector development and/or private sector engagement or partnerships for development is required
- Experience of inclusive business models and CSR to engage private sector companies in projects that contribute to the MDGs and poverty reduction
- Experience working with African regional organs, especially RECs
- Experience working with African regional agricultural development institutions and public and private sector agribusiness sector institutions
- Hands on work experience in project development and delivery in developing countries in general and Africa in particular
- Facilitation and training experience in the agribusiness and inclusive finance field
