The HUSIKA Project is a vibrant new partnership project in Tanzania. It includes PSI (the project lead), EngenderHealth, Femina and T-MARC. The primary beneficiaries for this intervention are: commercial sex workers (CSW), women engaged in transitional sex (WETS), and their partners and clients. The overall goal of Husika is to ‘reduce HIV incidence in Tanzania by preventing HIV transmission between at-risk and Most At-Risk Populations (MARPs) and their sexual patners’. The project has two programs objectives namely: Strengthen the protective behaviors of at-risk populations, MARPs and their sexual patners to prevent HIV transmission: and Strengthen the environment at the national through to community levels to enable at-risk populations’ and MARPs access to high quality medical and non-medical support and services. Husika is now seeking the expression of interests for the position of Clinical Specialist for Quality Assurance based in Dar es Salaam. This position is open for Tanzania national candidates only.

JOB SUMMARY

The Clinical Specialist for Quality Assurance under the supervision of the TA Service Delivery will provide clinical assistance and guidance on service delivery for MARPs and sexual reproductive health services under the Husika Project. S/he will work with MoHSW, facilities at the regional and districts levels as well as with the Husika partners to make sure that there are quality comprehensive packages of HIV prevention services for MARPs (especially CSW, WETS and their male clients and partners). The Clinical Specialist for Quality Assurance will apply evidence-based practices in all of his/her work. This position is based in Dar es Salaam, Tanzania and is open to Tanzania national candidates only.

The scope of work includes:

• The Clinical Specialist for Quality Assurance is responsible for establishing a system that meets the minimum requirement in services delivery, data recording and in trainings for MARPs.
  
• S/he will be required to track data in the service delivery points (static and mobile health facilities), to observe gaps and formulate plans to ensure quality service delivery for MARPs especially CSW, WETS and their male clients and partners.
  
• S/he will also ensure quality functioning of the referral linkages (such as referrals) between the outreach and peer education components of the project and facility-based and community-based services for MARPs.
  
• S/he shall advice the capacity building person on areas which needs quality improvement through training of staff, partners or target community.
  
• Developing and/or adapting and periodically updating EngenderHealth Husika program staffs and implementing partners on best clinical practices for MARPs especially CSW, WETS and their male clients and partners.
  
• Synthesize data and write reports to disseminate lessons learned and best practices with EngenderHealth Husika experience in improving clinical services towards MARPs especially CSW, WETS and their male clients and partners.
  

EDUCATION & EXPERIENCE

• Medical Degree and at least 3 years of clinical experience;
  
• Three years clinical service delivery experience in RH services and/or quality improvement activities towards MARPs. Experience in working with MARPs is highly recommended;
  
• Knowledge of public health, HIV prevention, Stigma and discrimination and GBV;
  
• Experience in training and mentoring providers and in supervision of reproductive health/sexual programs;
  
• Experience in documentation, presenting findings, results and lessons learned to a variety of audiences;
  
• Quality clinical monitoring and training skills.
  

• Fluent in Kiswahili and English, with excellent written and oral communication skills
• Computer literate with Proficiency in the use of Microsoft Office Applications
• Ability to travel upcountry about 50% of your time.
