The Sector Specialist (SS) will serve as the focal person for the field implementation of the Basic Education, Children’s Welfare, Youth and Women Empowerment projects for World Vision’s South Darfur Program based in Nyala. The Child Care & Gender Development Specialist is based in the Central Area at 60% time, and will divide her remaining time in both the North and South area. The Sector Specialist also provides support to the Area Program Coordinators (APC) and CCGD program development for South Darfur, with special emphasis on the mainstreaming of Gender Development and Welfare/Well Being.
KEY RESPONSIBILITIES:
- In collaboration with Area staff, identify community needs and in a participatory manner support the Sector design interventions appropriate to address the challenges.
- Lead in the participatory process together with staff and other stake holders. Take a lead with Government of Sudan (GOS), Sector actors and community members in discussing issues for program intervention.
- Work with the SSS to develop a strategy plan for the sector in South Darfur in conjunction with staff and other stakeholders.
- Assist SSS in the design and planning of Sector program interventions for South Darfur.
- Support the SSS in ensuring that gender development and welfare/well-being is mainstreamed in all WVNS activities
- Take lead in the development of Area concept papers, for interventions.
Program Implementation, Coordination and Representation (50%). - Ensure that all staff members understand the rationale, goal, objectives, and activities of all program interventions.
- Lead the sector in developing work plans (quarterly, Monthly, bi annual) and work with staff that all understand and work towards fulfilling the plans
- Support the APCs in working with field staff to ensure the integration and coordination of Sector activities with other WV North Sudan Programs.
- With the APCs, ensure that the Sector is properly represented at all relevant forums (IDP camps, host and or other communities, partner meetings and any other forums as they are called.
- Work with Area teams to ensure that, needs, concepts, programming, document development and activity implementation are participatory and that feed back is provided to stake holders as is appropriate.
- Work with SSS in representing the Sector at technical coordination meetings with relevant line Ministries, UN Agencies and NGOs as needed and network with other agencies and experts in the related field
- Support APCs and SSS to ensure that gender development and welfare/well-being is mainstreamed in Nyala WVNS programs.
Capacity Building (25%) - Lead with the identification of the training needs of national staff, and program beneficiaries.
- Lead in the design and development process of training materials for national staff, and program beneficiaries.
- Identify institutions and consultants for short-term local and external staff training.
- Effectively participate in the training of staff and program beneficiaries
- Keep abreast with new developments relevant to the Sector and transfer through mentoring, coaching and training new information/learnings to the Sector and other staff
Personnel and Financial Management (5%) - Provide technical backstopping and coaching to the Child Care and Gender Development field staff.
- In collaboration with the APCs, organize monthly sector staff meetings to address both technical issues affecting implementation.
- Promote team building and ensure teamwork among field staff with a view to implement planned Sector activities in an effective, efficient accountable and Christian manner through regular team training, meetings and reporting in collaboration with the APCs
- Work integrally with other WVNS sector programs to carry out needs assessments, (Rapid, Detailed, impact) concept development and budgeting
- Support Area Program Coordinator in preparing monthly budget forecast for field implementation.
- Work with The Human Resources Development in recruitment of Child Care and Gender Development field staff, and strengthen their project planning, writing and communication skills.
- Work with the finance and Administration unit and the Area teams to ensure that WV Financial Procedures and Policies are followed in the utilization of approved budgets for field activities, and are reported promptly.
- Monitoring, Evaluating, Supervising, and Reporting (10%)
- Support the M and E Coordinator to design a process monitoring system for each of the components of the Child Care and Gender Development program.
- Carry out regular monitoring visits to areas using the developed monitoring tools.
- Support the Area Coordinators to develop a Supervisory Protocol for Sector activities, so that it can be used as a supportive supervision tool for improving quality of service delivery.
- Ensure that monitoring and supervision reports are prepared in time for the attention of the Area Coordinators and the Operations Manager as well as for donor reporting.
- With the Area Program Coordinators and M and E Coordinator evaluate the impact of the program as needed.
- Program Development and Planning (10%)
KNOWLEDGE, SKILLS & ABILITIES:
- A Bachelor s Degree in Sociology, Psychology, Social Science, Community Development or related studies
- Advanced degree in International Development / Social Studies or related field.
- 2 to 3 years field experience with NGO’s in developing countries, with at least 2 years in senior position working in a relief environment.
- Ability to undertake rapid assessments, develop concept papers, prepare proposals, and implementation reports for donors.
- Ability to work under pressure with minimal (none) supervision and achieved desired results
- Excellent analytical/problem-solving skills and detail orientation
- Understanding of children, youth, women and gender development issues in relief situations.
- Knowledge in setting up and supporting, children’s and women’s welfare improvement projects, adult education, vocational training and micro project centers.
- Training skills in project planning, designing, implementing, management, protection, HAP standards as well as the SPHERE standards and monitoring.
- Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
