Provide leadership in design, proposal-writing, and reporting, in line with with WV Mozambique country strategy, standards, policies and procedures, ensuring high quality submissions and an increase in financial resources available for WV Mozambique’s programming.The Senior Programme Officer will help recruit, train, support, and supervise a team of programme officers, while working closely with the Technical Quality Unit team and the Monitoring, Evaluation, Research, and Learning Unit.
KEY RESPONSIBILITIES
- Build, train, manage, lead, and retain a team of skilled programme officers who can meet WV Mozambique’s growing need for high quality project design, proposal writing, and reporting.
- Supervise the recruitment and management of national and international project staff and consultants, ensuring technical capacity, professional development, and performance of staff and consultants engaged in project design, proposal writing, and reporting.
- Ensure that new staff is given appropriate orientation and training, consistently building their skill-set and their productivity.
- Through coaching, mentoring, deliberate staff development plans, strong performance management, and effective recruiting, actively work towards hiring, retaining, and promoting highly-qualified national staff.
- Oversee the identification of training needs and development and delivery of appropriate design, proposal writing, and reporting training for WV staff, primarily in the Integrated Programmes Department.
- Take lead role in the development of substantive and programmatic linkages and integration between projects with different funding streams in order to maximise child well-being.
- Participate in programme management and coordination meetings and promote programmatic integration the design of new projects.
- Attend and participate in weekly chapel, devotional meetings and other activities designed for the spiritual development of staff.
Programme Development - Identify and analyze funding public and private funding and partnership opportunities, including bilateral donor assistance, multilateral and UN agencies, WV private resources, subgrant arrangements, and national and international companies, in order to provide resources for the achievement of WV Mozambique’s strategy.
- Coordinate, oversee, and actively participate in the design/re-design and successful concept paper/proposal writing of projects to fund the WV Mozambique strategy, including serving as chief concept paper/proposal writer or proposal manager for multiple projects (until a full programme officer team is on board).
- Promote the design and development of integrated and multi-sector projects, working closely with the Technical Quality Unit and the Integrated Programmes Department.
- Ensure solid project design foundations through inclusion of primary assessment data, research, and secondary data in project concepts and proposals, in close coordination with (and with support from) the Monitoring, Evaluation, Research, and Learning Unit.
- Work to identify and help select project implementing partners and other operational and strategic partners.
Reporting and Knowledge Management - Ensure timely, well documented, and high quality internal and external project reporting with adherence to WV partnership, Mozambican Government, and funding agencies’ reporting requirements and that increase transparency and promote WV’s credibility.
- Ensure that project/program managers prepare draft reports and submit as needed in a timely fashion and in accordance with donors’ and WVM requirements and review, revise, and re-write reports as required.
- Lead in the preparation of internal updates and information requests from WV Partnership and Support Offices.
- Analyze and report on progress in term of achieving results, using existing monitoring and evaluation data.
- Identify constraints and resource deficiencies and recommend corrective action.
- Communicate regularly with WV support offices and donors, serving as prime national office contact for most support offices (one window operation).
- Maintain and “own” the WV Mozambique Programmes Database, ensuring organisation of document library and completeness of all project documentation.
- Ensure timely and quality support to the development of internal communications stories for the WV Partnership.
Representation and Networking - Represent WVM to the Mozambican Government, national and international NGOs, donor agencies, UN agencies, coordinating bodies, and World Vision as requested.
- Network with all of these to broaden their understanding of WVM’s approach, high quality work, programmatic successes, and organisational capacity while simultaneously learning from their experiences and approaches.
- Dialogue with and lobby institutional donors, development partners, and WV Support Offices in order to influence decision-makers to steer funds (additional funds) into programmatic approaches that can best reach children, youth, women, and the vulnerable in WV target communities.
- Attend and participate in devotional and weekly chapel meetings.

KNOWLEDGE, SKILLS & ABILITIES:
- Demonstrated ability to write winning project proposals for major institutional donors.
- Experience in project design implementation, monitoring, evaluation and report writing
- Ability to use initiative work independently and work under pressure
- Strong presentation and representation skills and ability to communicate effectively orally and in writing.
- Strong English communications skills combined with good interpersonal relations skills
- Strong management and capacity building skills
- Excellent organizational and time management skills and an ability to prioritize and manage workload
- Good understanding of major donors’ approaches requirements and standards.
- Holds a degree in a social science field or one of WV Mozambique´s priority technical sectors or related field and significant relevant experience
- Five to eight years experience with relief and development programs in a developing country or support office
- High level of cross-cultural sensitivity
- Ability and interest to travel to the provinces and projects target districts on a regular basis (approximately 10%-30% of the time).
- Mature Christian who demonstrates and encourages WV Core Values.
PREFERRED: - Fluency in written and spoken English is a requirement knowledge of Portuguese is an advantage.
- Knowledge of and or experience in Monitoring and Evaluation systems.
- Knowledge of and or experience with LEAP.
