UN-HABITAT established a presence in Myanmar in the early 1990’s through 2004 where the agency pioneered the ‘people’s process’ by establishing the first community led projects in the Dry Zone, Shan State and the Delta. Over 2.1 million people were supported though developing community social infrastructure networks and facilitating access to safe water. The Community Water Supply and Sanitation (CWSS) Programme and the Community Initiative Support Facilities (CISF) Programmes were implemented by UN-Habitat. The agency also extended substantive assistance in designing the Human Development Initiative for UNDP & has partnered in implementation of HDI1, HDI 2 and HDI 3.
Today UN-HABITAT continues to implement several normative and operational activities focusing on basic access of services to settlements, while addressing cross-cutting issues of gender, risk reduction, environment and climate change. As part of her normative activities, the agency is providing technical assistance on issues related to Habitat Agenda to its partners in Myanmar.
Myanmar, with the installation of the new government in 2010, is on the road to modernization and development. The new constitution envisages a country based on decentralized system of governance where citizens enjoy the freedom to decide where they want to live and where they want to invest. The national government is trying to devise ways and means to support the enabling role it will be required to play in light of these changes; the devolution of power to State/Regions and further down, signs of market economy approach, attempts on poverty alleviation, inclusive rural development strategies and policies to address impending urbanization in Myanmar.
With settlements support interventions on Habitat agenda established in multiple townships across Myanmar represent her operational capacities, UN-Habitat, Myanmar is planning to surge up her normative programmatic support to several line ministries and stakeholders in the areas of Urban Planning &Design, Urban-Rural Economic Linkages, Research, Training & Capacity Building, Urban Land Legislation and Governance, Local Governance and Leadership Development.
In line with her commitment to build capacity of the line ministries, UN-Habitat has established URDI (Urban Research and Development Institute) where a resource centre and training centre are integral part of the institute. UN-Habitat will facilitate training to civic officials from the central/regional/states on the concepts of planning (rural and urban) and development in order to prepare regional centres addressing developmental challenges.
This programme is anticipated as long term and contributes to long term capacity building of government’s civic officials. In line with the new constitution local urban authorities will assume authority to plan and program development of their regions. With expected increase in their size and number they will need capacity-building support in planning, adapting regulations on the basis of model regulations the local governments will have prepared, investment programming, resource mobilization and gamut of good governance elements. In short term, they also need to pay attention and address critical issues that can accelerate achievement of targets set for millennium developmental goals.
In line with the above, UN-Habitat, Myanmar is looking for a Training and Capacity Building Expert under the direct supervision of the Senior Human Settlements Officer and Country Manager. S/he will be responsible for the following:
DUTIES AND RESPONSIBILITIES
The Training and Capacity Building Expert (TCB) will work under the overall guidance of Country Manager and in close consultation with GoRUM. The Training and Capacity Building Expert will lead in addressing issues of preparation, coordination and facilitation training and capacity building plan of participating ministries/departments and coordinate training material development within URDI to roll out training; in specific he/she will be responsible for the following:
• Design and develop extensive training needs assessment (TNA) for targeted ministries and targeted local governments and facilitate tailoring of TCB activities and contribute to strategic planning
• Prepare training and capacity building plan and prepare the organizational set-up for training on programme components; prepare the detailed plan of actions and budget estimate for workshops, seminars, study tours, etc
• Design UN-Habitat programmes/strategies in the above portfolio in contributing to the capacity building of the national counterpart bodies/institutions
• Be responsible for planning, managing and implementing training plans and initiatives and support experts involved by the programme in the development of methodological materials and training packages
• Coordinate the work of the internal/external trainers and be responsible for the process of knowledge sharing in the subject area and participate actively networks of UN/NGO and the government
• Extract and document practical guidelines and lessons learned from similar programme’s interventions of agencies working in Myanmar
• Perform other duties as required and requested within the framework of his/her responsibilities or as assigned by the Country Manager
QUALIFICATIONS
Education
Advanced university degree in social sciences, public administration or related fields in strategic planning /developmental planning / economics, or another field deemed relevant to program management or a first university degree with a relevant combination of academic and professional qualifications. A diverse background in project management is preferred. Previous experiences with the UN will be a plus.
Work Experience
At least three 5 years of experience in institutional strengthening and development, training and capacity building. Experience in all aspects of training activities; experience in training civil servants and conducting capacity building of governmental bodies/organisations. Good reporting skills and proven ability in working with both public sector and civil society. Preference will be given to those with previous UN-Habitat and/or UN experience. Extensive experience in project management with adequate exposure to technical project management and leadership is required.
