Somalia Field Manager – Banadir

Role Purpose The Role of Field Manager will be a key Post within Save the Children operations plans. Reporting to the Area Representative, the field manager will be responsible for the overall management of the Banadir field operations. This includes overseeing programme activities, support functions such as finance, administration, HR, logistics and security, all field staff, security policy, and managerial representation of Save the Children UK. Working actively with the partner organization (CPD) on implementation and strategic planning.

QUALIFICATIONS AND EXPERIENCE Minimum five years international practical experience managing large programmes in a complex emergency context within an international NGO or UN agency. University degree in development or other social sciences (Master degree is desirable). Experience in managing finances, human resources and security. Experience in implementing projects with national partner organizations and .skills and experience in project/programme implementation, monitoring, review and evaluation.

Job Title: Field Manager – Banadir Place of posting: Mogadishu Grade: 3 Duration of Contract: 3 months, subject to renewal Reports to: Area Representative South and Central Somalia Reported to by: Logistics Manager and Finance Manager Child Protection Level: 3 – a CRB check (enhanced level) or equivalent overseas police check will be required as the responsibilities of the post require that you have contact with children and young people either frequently (once a week or more) or intensively (four days in one month or more or overnight).

Context/Background

Save the Children (SC) is an international organisation that has 27 member organisations across the globe. It is united by a common mission and brand but, to some extent, has until now been working independently from country to country. Through Unified Presence, Save the Children aims to create a stronger voice for children by unifying the operations in all countries where more than one Save the Children Member have programmes. This will result in one organisation at the national level in each country and a unified programme delivery structure for all Save the Children International Members.

The programmes of Save the Children UK, Denmark and Finland unified in Somalia in January 2010 and as a result of this and of an active fundraising strategy, at the beginning of 2011 the programme budget was over GBP 10m covering the thematic areas of protection, child survival (which includes health, nutrition and livelihoods), education and Child Rights and Governance.
Save the Children works in all three “zones” of Somalia: Somaliland, Puntland and Central South Somalia (CSS). Due to constraints on security, and the need to liaise with UN agencies, other NGOs and donors the country office is based in Nairobi and senior managers and directors are expected to travel extensively to monitor and support programme work in all parts of Somalia that are accessible and where security threats are being effectively mitigated.

Job Purpose

The Field Manager will be a key post within Save the Children operations plans. Reporting to the Area Representative, the field manager will be responsible for the overall management of the Banadir field operations. This includes overseeing programme activities, support functions such as finance, administration, HR, logistics and security, all field staff, security policy, and managerial representation of Save the Children UK and working actively with the partner organization (CPD) on implementation and strategic planning.

The principal objectives of this post are: • To contribute to the overall management and development of Save the Children programme in Banadir Region; • To assume specific responsibility for ensuring that Save the Children contributes effectively to meeting the short-term emergency needs of children within the region.

Key accountabilities

• To assume the management of all programme development and implementation of activities in the Banadir region, in close cooperation with the partner organization (CPD) • To be the communication focal point between Nairobi coordination team and partner organization • To support the development of funding proposals to ensure the programme is fully funded; and ensure donor reporting requirements are adhered to and are of a high quality, in close cooperation with the partner organization (CPD). • To monitor the implementation of the various field projects in the programme in close collaboration with field staff. • To support and oversee assessments within the program area, with the support of the Area Representative, Deputy Area Representative and the Emergency team. • To ensure high quality, analytical reports that report programme activities against the monitoring indicators of project proposals. • To monitor the implementation of grant budgets, keeping the Area Representative informed and ensuring any corrective actions are taken. Ensure that existing finance guidelines and related administrative procedures are adhered to and that grant finances are kept in an exemplary state. • To evaluate, monitor and review to ensure strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements. • To recruit, lead, manage and motivate the field team, ensuring the understanding of the objectives and receive meaningful feedback on their performance. • To be responsible for the security of all field staff. To ensure that the security, health and well being of staff are ensured and that optimal security management procedures and practices are in place by continually monitoring the security situation, adapting staff safety procedures accordingly and to communicate timely and effectively on security with the Area Representative and Security Manager • To manage the field staff and other processes and policies and systems reflecting Save the Children's principles of equity and fairness. • To represent Save the Children to local authorities, donors and members of the humanitarian community and other outside bodies including the media and the public (as required). • To comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies. • To ensure that Save the Children commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Project Humanitarian Charter and Minimum Standards, the NGO Code of Conduct, and other relevant tools.

Person specification

Essential:

• Minimum five years international practical experience managing large programmes in a complex emergency context within an international NGO or UN agency; • University degree in development or other social sciences (Master degree is desirable); • Experience in managing finances, human resources and security. • Experience in implementing projects with national partner organizations. • Skills and experience in project/programme implementation, monitoring, review and evaluation. • Substantial people and programme management experience, with good interpersonal skills and, the ability to communicate clearly and effectively at all levels. • Sound financial management skills coupled with solid experience in grant management, including budget holding and donor reporting. • Practical knowledge of current thematic issues and debates in developing countries, and of the major institutional donors; • Ability to produce successful project proposals and high quality reports. • Representational, political awareness and advocacy skills. • Experience and substantial understanding of working in areas where insecurity is a key factor and management of safety and security is important. • Ability to work with limited supervision. • Patience, adaptability, flexibility and ability to improvise. • Fluency in written and spoken Somali and English • Commitment to and understanding of Save the Children’s aims values and principles. • Computer literacy, particularly in Word, Excel, and PowerPoint;
