MACEPA works with established program partners in sub-Saharan Africa to achieve and sustain high coverage of malaria control interventions and to expand malaria control work to further reduce transmission. MACEPA is seeking a full time Senior Technical Officer to work in a complementary fashion with the MACEPA Project Director to provide vision, direction, leadership, and management of the project. S/he will serve as a senior member of the MACEPA project team with specific responsibilities for providing leadership and oversight to the development of technical training materials for use in MACEPA partner countries as well as to broader audiences and to oversee the operational documentation of field activities such that it can inform broader malaria community learning and policy priorities. S/he will also work closely with and support the finance function in monitoring the grant funds and ensuring compliance with PATH policies and procedures.
Specific duties:
- Lead the development of training tools and materials for field activities in MACEPA partner countries as well as adaptation for use across the regions.
- Oversee the documentation of field activities and lessons learned in all MACEPA countries to inform policy, advocacy, and training efforts.
- Develop guidance on malaria programming, based on best practices and lessons learned, internally and from the wider community.
- Provide assistance in the development and application of strategies and tools for periodic evaluation of the impact of field program activities; in conjunction with the Director of Policy & Advocacy, determine documentation needs and provide strategic guidance for the documentation and dissemination of country program results.
- Conduct global and regional training and workshops in technical areas.
- Write publications that highlight best practices and innovations based on project outcomes.
- Provide assistance in the development and application of strategies and tools for periodic evaluation of the impact of field program activities; provide strategic guidance for the documentation and dissemination of country program results.
- Promote and disseminates information sharing, learning, and application of lessons learned across country programs and between regions as well as among peer agencies.
- Work with the project director and HQ-based staff to ensure prudent management of the funds provided to PATH projects and partner organizations in accordance with PATH standard operating procedures.
- Assist in the preparation of quarterly, bi-annual and annual reports to HQ and donors as well as interim status reports as and when required.
- Work with the MACEPA lead for project M & E and Director of Policy to incorporate recommendations to inform work planning, prioritization and development of internal tools and templates
- Travel at least 25% of the time to oversee and provide support to project activities.
- Act on behalf of the project director in his absence.
- Serve as a team leader for training and documentation as well as a performance leader for other technical or administrative staff as assigned.
- Wide understanding and application of malaria control principles, theories, and concepts as well as demonstrated knowledge of best practices; experience with malaria intervention selection, and use in developing countries.
- Excellent analytical, written and oral communication skills in English. Peer-reviewed publications preferred.
- Excellent interpersonal, diplomacy, and negotiating skills. Proven ability to work effectively as part of a multidisciplinary and multicultural team, to influence change without direct authority, to work successfully in the field with people at all levels, and to manage conflict and move groups toward completion of an activity.
- French language skills a plus.
- DrPH, MD, PhD, DNSc preferred, or Masters degree and equivalent experience, in Public Health or related field.
- Eight to 15 years of relevant international working experience in an advisory or management role, preferably with five to seven years’ developing country field experience in designing and implementing malaria control programs.
- Experience in program monitoring including development of indicators, data collection tools and methodologies, data analysis, and data presentation.
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.
- Proven ability to present effectively at conferences, networks and through publications.
- Experience in managing teams, preferably in multiple locations.
- Demonstrated ability to design curricula and facilitate learning opportunities for adults through training, mentoring, and other methods.
- Proven ability to provide technical assistance in multiple regions; previous relevant experience in a regional advisory role required which resulted in positive program results.
