SNV Ethiopia is looking for a:
Senior Advisor (level III) Fruit Value Chain Development
(Based in Addis Ababa - Ethiopia)
SNV has worked in Ethiopia since the 1970s and currently operates in the Southern, Oromia and Amhara regions. 80% of the country's population lives in the rural areas. The annual population growth rate is 2.3%. As much as Ethiopia still ranks as one of the poorest countries in the world, there has been high economic growth for many years (11% in 2010) which is a very encouraging development. This combined with an increase in pro-poor spending from the budget demonstrates the potential and government's commitment to poverty reduction.
In alignment with the national growth and transformation plan, with its emphasis on agricultural led economic development and accelerated MDG achievement, SNV works in the two impact areas 1) Access to Basic services focusing on Water, Sanitation & Hygiene and Renewable Energy and 2) Production, Income and Employment focusing on Agriculture.
In the impact area of Production, Income and Employment (PIE), SNV Ethiopia is supporting the development of a number of value chains such as milk & milk products, honey & bees wax, oil seeds & edible oil, perennial fruits, and chick peas. We do this through a value chain development approach, with a special focus on improving access to markets for small holder farmers, trough sector development and by developing business to business relations and enabling an effective supply of business development services. See for further details on SNV Ethiopia's experiences in value chains the SNV Ethiopia-BOAM website www.business-ethiopia.com.
In order to sustain and scale up our activities initiated in the past few years, we are currently positioning ourselves to secure funding for continuing the activities in the various value chains. In the fruit sub-sector we work amongst others on the apple, pineapple and mango value chains. Overall the value chain approach developed by SNV Ethiopia is well appreciated by other development practitioners, donors and the Government of Ethiopia, who all maintain intensive contacts with SNV. Currently we are building a programme of interrelated projects in the fruit value chain for impact at scale across the country. As part of this we seek the development of a national network of local capacity builders (LCBs) and business development suppliers (BDSs), in order to stimulate sector development. In addition we wish to promote a knowledge agenda around fruit value chains and thus further fine tuning of the VCD concept in this particular sub-sector.
In order to guide, coordinate and give strategic direction to the scaling up of the fruit value chain programme activities, SNV Ethiopia is looking for a Sr Advisor - Fruit Value Chain Development. He or she will work with and give guidance to a team of national value chain development/ private sector development advisors and LCBs. He/she will report to the Portfolio Coordinator responsible for the agricultural sector programmes and projects.
Main Responsibilities:
· Ensure the development of proposals for external funding and lead the discussions and negotiations with potential donors and development partners, thereby building on the existing value chain development (VCD) activities in the sub-sector. · Coordinate all the VCD activities in the various projects and give guidance to the team of VCD advisors on the implementation of the typical SNV VCD approach through the provision of capacity development services to the actors in the VC and those working in the enabling environment and by facilitating result oriented change and multi stake holder processes. · Undertake/lead some of the most complex capacity development services and delegate others to senior lead advisors. · Build up and maintain a network with key donors, key development practitioners, key Government officials and key private sector development actors in the sub-sector at large and the specific value chains. · Further fine tune the existing VCD concept and promote continuous knowledge development within the SNV country team, together with development partners and LCBs, within the SNV ESA team and with external VCD practitioners. Ensure documentation of the knowledge developed and the experiences/achieved results in the advisory practice and the practice of our clients. · Ensure there is up to date information about market developments in the selected value chains and an ongoing analysis of trends in these value chains: identify, together with all relevant stakeholders and through a participatory process, critical constraints and promising opportunities in order to improve the functioning of the value chains, thereby increasing market flows and improving access to markets. · Guarantee a 'Governance for Empowerment' (GfE) approach and pro-actively develop modalities to increase the opportunities for women to be actively involved in market activities as well as to increase their participation in decision making processes (e.g. through membership of platforms) within the selected value chains. · Contribute to the (half) yearly reports to be presented by SNV Ethiopia to donors and SNV Ro/HO through the supply of relevant technical and strategic input.
