Background The United Nations Office for Project Services (UNOPS) mandate is to act as a project delivery platform for UN system agencies, funds and programmes, international and regional financial institutions, intergovernmental organizations, donor and recipient governments, and non-profit non-governmental organizations. As a self-financing entity within the UN system, UNOPS must ensure that the projects it delivers meet client expectations in terms of cost, quality and time, while at the same time ensuring that these projects collectively meet a broader array of success criteria. The UNOPS Kenya Operations Centre (KEOC) serves multiple clients in the provision of infrastructure works and associated project support services. It recently signed a Service Level Agreement with the United Nations Office for Drugs and Crime (UNODC) to provide project support services under its Counter Piracy Program. The Project Engineer will report directly to the UNOPS Project Infrastructure Unit (PIU) Deputy Manager. The Project Engineer will liaise with senior government officials, client representatives and end-users within the region and will be instrumental in the identification, design and delivery of a quality product to time and within budget across all projects undertaken by PIU.
Duties and Responsibilities Under the overall supervision of the PIU Manager, and the direct supervision of the PIU Deputy Manager, the Project Engineer is responsible for assisting with all construction management tasks and design work required to ensure timely, cost effective and quality delivery of the projects. Specific tasks will include: Provide assistance to the following project-related activities: Represent UNOPS and its clients at meetings with officials of local and national authorities;Undertake reviews of designs and Bills of Quantities (BoQ) specific to their field of expertise; Prepare project implementation programs and/or review and advise on programs submitted by others;
Ensure works are carried out in accordance with contracts, specifications and drawings; Prepare tender documentation and assist in subsequent tender analysis in close coordination with the PIU procurement section; Undertake measurement of site works in support of contractor payment requests; Prepare monthly internal project progress reports; Oversee technical aspects of contracts and provide guidance to contractors where required; closely liaise with the PIU procurement section on contract management
Tasks related to planning and documentation for future projects as directed by the PIU Manager including activities such as: Estimations and evaluations; Producing Bill of Quantities / Specifications / Drawings; Surveys; Needs assessments. Designs documents for incorporation into the tender (principally Invitations to Bid ITB) and subsequent construction contracts including:Produce program of works to identify all timelines for the implementation of the construction; Produce Structural and Civil Engineering design reports; Written and verbal translations as required; Liaise with Recipient and other government agencies as needed; Liaise with the field based design and contractor offices as required; Produce contractor Instructions for signature by PM and maintain register;Responsible for formal document issue and registers, including Bill of Quantities; Specifications; Site Instructions; Engineering Standards; Providing technical support to project procurement and finance specialists where needed; Setting Operational Health & Safety example on site through exemplary behavior and identifying deficiencies;Undertaking site monitoring and oversight through frequent site visits. Undertake other tasks as assigned by the PIU Manager such as but not limited to: Preparation of meeting agendas, minutes, project coordination meeting minutes and contractor meeting minutes for PIU Manager approval;Undertake full Structural Engineering design services for the construction of infrastructure; Provide the lead on supervision of external structural engineering consultants commissioned to support designs works for construction; Develop and check complete Civil Engineering Bills of Quantities suitable for tender of the works; Identify the required building standards and specifications to support UNOPS Civil Engineering ; Any other duties as assigned by the PIU Manager.

Education/Experience/Language Masters degree in Civil and Structural Engineering with at least 2-4 years of relevant professional experience (additional years of relevant work experience, preferably in combination with a relevant bachelors degree, may substitute for the requirement of a masters degree); Previous experiences in developing countries and knowledge in the country context related field an advantage; Experience working with UN or other Humanitarian/Development agencies is an advantage; Experience working on infrastructure projects in conflict/disaster-prone areas preferred; Experience working on specialized structures will be preferred; Experience in a contracting and/or construction environment is also an advantage; PRINCE2 or equivalent project management qualification is an asset; Excellent command of English both verbally and in writing required.
