Org. Setting and Reporting
The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. UNON supports programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as other UN office in Kenya, by providing administrative, conference and information services (www.unon.org). This post is located in the Recruitment and Planning Section within Human Resources Management Service of the Division of Administrative Services, UNON.
Responsibilities
Under the supervision of the Human Resources Officer for the respective team, the incumbent's responsibilities will be as follows:
Participate in the selection of candidates for secretarial, clerical and related categories positions. This includes evaluating and screening applications of such candidates, preparing profiles of candidates, conducting preliminary interviews, conducting roster searches for vacancies and identifying short-list of candidates.
Assist in the filling of posts, including initiating and following-up on reference checks and academic verifications, and processing consultancy contracts.
Provide input into policy development for the human resources (HR) policies of staff in the General Service and related categories.
Assist in reviewing and processing requests for classification. Provide advice and answer general queries on classification procedures and processes.
Assist with providing documentation and background materials relating to classification appeals.
Supervise the maintenance of automated databases and the centralized reference and filing systems.
Undertake research on a range of HR related issues and prepare notes/reports.
Conduct research on precedents, policy rulings and procedures.
Supervise compilation and preparation of statistical reports on HR related issues.
Assist in the preparation of information circulars for HR related issues.
Conduct exit interviews for separating staff and assist him/her in final arrangements.
Provide general office support services; process, draft, edit, proofread and finalize, for signature/approval, a variety of correspondence and other communications.
Perform budget preparation input, monitoring and implementation in Integrated Management Information System (IMIS); set up and maintain files/records (electronic and paper); schedule appointments/meetings, monitor deadlines.
Prepare written response to queries concerning HR related matters.
Train and provide supervision to new and lower-level staff in the Section.
Perform other duties as may be required.

Education
Completion of secondary education or equivalent is required. Additional technical training in administrative fields and Human Resources Management is required.
Work Experience
Seven years of progressively responsible experience in administrative services, of which at least five in human resources management is required. Experience in the area of recruitment and staffing is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
Assessment Method
Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.

Appointment against this post is on a local basis. External candidates will be considered only when no suitable internal candidate from the duty station is identified.
