Org. Setting and Reporting
This position is located in the Executive Office of the Department of Safety and Security. The incumbent reports to the Executive Officer and the Senior Human Resources Officer.
Responsibilities
Within delegated authority, the Human Resources Officer will be responsible for the following duties:
GENERAL:
Provides advice and support to managers and staff in the interpretation and application of Staff Rules and Regulations, together with related personnel policies and directives.
Prepares special reports and participates and/or leads special human resources projects.
Keeps abreast of developments in various areas of human resources.
RECRUITMENT AND PLACEMENT:
Assists programme managers with the prompt filling of vacant posts through the established staff selection system and provides quality HR advice on related issues.
Coordinates actions covering the recruitment and administration of security personnel appointed against field posts that are jointly funded by organizations participating in the United Nations security management system.
Identifies upcoming vacancies; prepares generic job profiles for field security positions; prepares vacancy announcements, reviews applications and establishes a short-list of candidates for interview; arranges and participates in interviews; and makes recommendations for the rostering of candidates.
Provides guidance and assistance to programme managers on the application of job classification policies and procedures.
Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables and processing of contracts.
Assists with the planning and management of the rotation programme for field security personnel.
Prepares recommendations for the selection of rostered candidates against existing vacancies, including on salary level to be offered to selected candidates.
Monitors recruitment and placement actions taken by UNDP on behalf of the Department, and recommends corrections or changes related to procedures.
ADMINISTRATION OF ENTITLEMENTS:
Administers and provides advice on benefits and entitlements of staff on the basis of their contractual status, and ensures that the proper personnel actions are processed.
Intervenes, on behalf of field staff, with UNDP Country Offices and UNDP/Copenhagen on matters relating to entitlements and other unresolved personnel issues.
STAFF DEVELOPMENT AND CAREER SUPPORT:
Identifies and analyzes staff development and career support needs and assists with the design of programmes to meet those needs.
Prepares monitoring reports on staff development and career support programmes.
Provides advice on mobility and career development to staff, particularly young professionals and staff in the General Service and related categories.
Designs, plans, monitors and provides induction orientation programme and briefing to new staff members.
Provides performance management advice to staff and management.
Assists supervisors and staff with understanding and using the performance appraisal system.

Education
Advanced university degree (Master's degree or equivalent) in human resources management , business or public administration, social sciences, education or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in human resources management , administration or related area. Knowledge of Galaxy and Inspira and of the human resources elements of the Integrated Management Information System (IMIS) is desirable.
Languages
Fluency in English is required, fluency in French is desirable. Knowledge of another UN official language is an advantage.
Assessment Method
Short-listed candidates may be assessed through a competency-based interview and/or other appropriate evaluation mechanisms.
