POSITION DESCRIPTION
POSITION TITLE: Project Director for PROSPER (Promoting Sustainable Practices to Eradicate Child Labour in Tobacco)
LOCATION: Tabora, Tanzania
REPORTS TO: Winrock Home Office Program Officer, Empowerment and Civic Engagement Group.
BACKGROUND:
The purpose of the PROSPER program is the effective reduction of child labor in tobacco-growing areas of Urambo and Sikonge Districts through child labor monitoring, formal and non-formal education, youth entrepreneurship, agribusiness, and livelihood development. Immediate objectives include the withdrawal and the prevention of children 5–17 years old from exploitive, hazardous, and worst forms of child labor in tobacco growing and that legally working children (15–17) are protected in non-hazardous work in tobacco growing. The project is a 4.5-year initiative based in Tanzania that will work at the national and local levels to reduce or eliminate child labor. The project will be implemented in full coordination with district offices of the Ministry of Education; the Ministry of Labor, Youth and Employment, the Ministry of Agriculture, and the Ministry of Community Development.
JOB SUMMARY:
The Project Director (PD) is responsible for the overall management and implementation of the PROSPER program. The Project Director will ensure that all project activities are carried out in a timely manner by designated staff and will ensure that all objectives and deliverables are met and that the project meets its targets. He/She will be responsible for overall field management, supervision, and implementation of the requirements of the project activities and establish and maintain systems for project operations. He/She will ensure that all deadlines are met and targets achieved, will maintain relations with staff, and see that all project and financial reports are met.
Specific Responsibilities include but are not limited to:
- Management of project activities, including direction and supervision of overall project implementation, recruitment and supervision of technical and administration staff and consultants, timely preparation and submission of all periodic financial and narrative reports, and preparation of work and strategic plans.
- Responsible for project start up and close out and partner set ups in the field.
- Management of project field expenses and properties, including maintenance of internal control procedures to ensure that expenses are reasonable, allowable, and necessary costs and that project properties and premises are used for project activities. Financial of oversight of subcontractors.
- Oversee and provide technical direction on project activities in the areas of child labor prevention, education, livelihoods, and agriculture. Ensure sustainable approaches and implementation. Lead development of program strategies and set priorities.
- Facilitate networking and linkages among project partners, including the Government of Tanzania, international organizations (such as the ILO), local NGOs, tobacco companies, and individuals. Identify and nurture synergies with other US Government and UN-funded projects.
- Maintain open and regular communication between the field and the Dar es Salaam office team and with US headquarters as needed.
- Monitor the development and regular update of the project database and monitoring and evaluation system. Oversee data collection and analysis process for the project and for child labor monitoring.
- Represent Winrock International in meetings and conferences, maintaining good relations with partners, and in particular with governmental institutions.
- Identify project-related funding opportunities as feasible and work with WI to submit and follow up on proposals to donor institutions and private industry.
- Complete other related tasks as assigned by Winrock International.
QUALIFICATIONS AND BACKGROUND:
· Masters degree or equivalent in Education, Public Health, International Development, Economics, Political Science. Supplemental training in income generation/entrepreneurship, monitoring and evaluation, child labor, or related field. Programmatic experience on agriculture, vocational education, income-generation activities, child labor, gender, human trafficking, HIV/AIDS, and/or public health issues highly desired.
· Minimum 3 years of professional experience in a leadership and management role in the implementation of donor-funded programs on child labor and /or OVCs and education. Strong experience and knowledge of: education policy; improving educational quality and access; development of community participation in the improvement of basic education for disadvantaged children; and the monitoring and evaluation of education and vocational projects, agribusiness, and other related subjects strongly recommended. Experience working with the Ministries of Labor and Education highly desired. Experience managing USAID or other donor-funded programs and budgets highly desired.
· Knowledge of exploitative child labor issues and experience in the development of formal, non-formal and vocational education, and the tobacco sector desired.
SKILLS: Strong skills in financial management, writing, monitoring and evaluation required.
