The Program Officer will work on the Tanzania Youth Scholars project, a 5-year initiative that will (1) provide job training and educational scholarships to orphans and vulnerable children (OVC), and (2) build the capacity of the Tanzanian Ministry of Education and Vocational Training and Ministry of Health and Social Welfare to create and refine systems that will track scholarships to OVC. The purpose of this position is to provide technical support to local NGO partners, both at the headquarters and field levels, to develop their capacity to manage, implement and report on OVC job training, entrepreneurship and education activities as IYF sub-grantees. The Program Officer will work with the Project Director to provide training and mentoring, both on the job and via workshops, and collaborate with the Program Officer to support overall monitoring and evaluation of the project.
JOB RESPONSIBILITIES
- Conduct site visits to NGO partners to assess project implementation and monitor results.
- Design and facilitate training sessions that support quality programs.
- Provide technical assistance, as needed, to ensure the successful implementation of project activities.
- Assist partners with workplan and budget management.
- Work with Program Officer and partners to develop and implement systems to accurately collect project data.
- Ensure partners are familiar with IYF and USAID reporting requirements and submit timely quarterly programmatic and financial reports.
- Provide technical expertise and work with the sub-grantees to analyze project data and information with the aim of identifying positive trends and promising practices and informing overall project implementation.
- Take the lead in compiling reports to USAID Tanzania.
- Contribute to the dissemination of lessons learned and assist the partners in networking for job placement opportunities.
- Other programmatic duties as may be assigned by the Project Director or IYF.
- Must be able to travel frequently within Tanzania.
REPORTING AND KEY RELATIONSHIPS
Supervised by the Tanzania Youth Scholars Project Director.
QUALIFICATIONS
- A University Degree in a relevant field. A Master’s Degree would be an added advantage.
- Computer literate in Word, Excel and PowerPoint and MS Access.
- Must be a self starter who takes initiative and is able to work with minimal supervision.
- A minimum of 5 years experience working with a local or international NGO, ideally in youth education programs.
- Fluent in English both oral and written.
- Knowledge and experience with USAID reporting and regulations.
