Objectives
The Human Development Department (OSHD) is in charge of the Bank’s interventions in the social sector (including education, health and social protection). The Department carries out its work within the overall goal of poverty reduction and in conformity with established Bank policies and strategies on education, health, and social protection. The Department includes three Divisions:(i) Health, (ii) Education, Science and Technology, and (iii) Poverty Reduction and Social Protection.
With regard to Poverty Reduction and Social Protection, OSHD.1 acts as a link between the Bank and the Governments of member Countries for operations activities pertaining to poverty reduction and social protection; conducting technical and sectoral studies and analyses in preparation of Bank Group lending for poverty reduction and social protection including social safety nets; providing technical assistance and advice to countries on poverty reduction and social protection problems and priorities, and on the technical aspects of projects; and, identifying, preparing, appraising and assisting in the implementation of Bank-financed poverty reduction and social protection sub-sector projects.
Duties and responsibilities
Under the overall supervision of the Director, Human Development Department, the Manager, Poverty Reduction and Social Projection, will perform the following duties and responsibilities:
- Develop an annual work program for poverty reduction, social protection and youth employment related projects and programmes in RMCs
- Provide both technical and managerial leadership to staff in the realisation of the key performance indicators of the department;
- Ensure effective contribution to the preparation of Country Strategy Papers;
- Lead the conduct of policy dialogue with RMCs and other stakeholders in the area of poverty reduction as well as social protection;
- Provide guidance and oversight in the realisation of ESW relating to relevant issues of poverty reduction, social protection and youth employment;
- Ensure the effective planning and execution of identification, preparation, appraisal, supervision and completion reporting of all projects in the unit;
- Work closely with governments and project implementation units in RMCs to monitor and assure the effective implementation of the Bank Group portfolio on poverty reduction as well as social protection;
- Ensure the appropriate design and execution of the division’s programmatic contribution to the Human Development strategy
- Assist relevant units in the definition of the Bank Group’s intervention strategy in poverty reduction as well as social protection and monitor the implementation of such strategies;
- Ensure the timely preparation of reports on the status, outputs and impact, as well as other required analyses of the division’s activities;
- Participate in discussions and joint activities on poverty reduction as well as social protection with stakeholders such as NGOs, bilateral agencies and civil society;
- Coordinate and play a leading role in the implementation of social protection policies and straegies in partnership with other international organisations;
- Promote and ensure programmatic linkages between the work of the division and that of other Bank sectors, as required under the new Human Development Strategy;
- Ensure that the recruitment, deployment and training of staff in the division maintains a mix and level of skills necessary to the effective implementation of appropriate social, protection, poverty reduction and youth employment strategies in support of RMCs;;
- Supervision of the staff of the Division, review and approve annual performance evaluation and counsel staff on performance and career development issues.
Selection Criteria
Including desirable skills, knowledge and experience
- A Master’s degree or its equivalent in Economics, Social Science or related disciplines,
- Minimum of 8 years of highly relevant experience in a multilateral development institution or reputable development organisation and a sound knowledge of development issues in Africa.
- Proven ability to build and lead a team of professional staff, and utilise talent and expertise of team members in a productive way.
- Ability to build partnerships and deliver results that meet the needs and long-term interests of clients within and outside the institution.
- Demonstrated ability to take prudent risks and make effective and timely decisions.
- Excellent written and verbal communication in English and/or French with a working knowledge of the other;
- Demonstrated ability to present and win support for ideas; a good listener.
- Capacity to initiate and manage innovations for change.
- Competence in the use of the Bank’s standard software applications (Word, Excel, Access, and PowerPoint).
