This position is responsible for the overall coordination of HVCT activities in the County and for supervision of HOPE worldwide Kenya staff implementing HVCT activities in the County. S/he works closely with the DASCO, other government officers and other stake holders at the district level.
The HVCT Team Lead participates in the District Stakeholder’s Forums and must contribute to the preparation of the District Annual Operation Plan. S/he is expected to contribute to the achievement of the organizational mission, vision, and strategic objectives in line with the HIV prevention program for MARPs in Rift Valley.
ROLES & RESPONSIBILITIES:
Under the leadership and guidance from the County Coordinator, participate in the planning and formulation of county level annual and quarterly HVCT work plans and budgets based on the overall HWWK HIV prevention annual plan /strategic plan.
Coordinate the delivery of HTC services using suitable approaches for the different target population groups.
Ensure delivery of minimum package of HTC services at all HWWK supported HTC settings.
In collaboration with HVOP, PwP and HIV Care and Treatment programs and the DHMT, develop and implement referral and linkage mechanisms to ensure continuum of services for all individuals accessing HTC services in the project area.
- Ensure implementation of QA in HTC in line with national guidelines (some factors that must be addressed include staff training , supervision, proficiency testing, data management).
- Facilitate regular counselors’ supervision and debriefing sessions.
- Supervise all project activities and provide support for field staff in the implementation of HVCT program components
- Participate at the District level Annual Operating Plan meetings
- Compile and submit timely monthly and quarterly reports to the County Coordinator
- Participate at the District level Annual Operating Plan meetings.
- Assist the County Coordinator in budget control to ensure compliance with HWWK and donor regulations.
- Work closely with project accountant to ensure availability of funds for project activities.
QUALIFICATIONS
The minimum required academic and professional skills for the jobholder to perform successfully in this position include:
- A Diploma in Clinical medicine or related, Social science, or Psychological Counseling from a recognized institution
- Valid NASCOP HTC certificate
- A Certificate In Counselor Supervision
- Experience in working with communities in health care or related services.
- Experience in coordinating HTC and other HIV services at district level is an added advantage.
- Should have a minimum of 2 years’ experience working in HTC setting and experience in working in different HTC settings.
- Proven leadership, communication, interpersonal, decision making skills
- Excellent oral and written communication skills (English and Swahili)
- Computer literacy in the use of MS Windows, Word, Excel, PowerPoint and Outlook is desired
- Ability to work and deliver results with minimum supervision
- Demonstrated ability to work as a team player
