The Central Bank of Ireland currently seeks an experienced Head of Buildings and Facility Management; reporting to the Head of Corporate Services Division or his nominee. Corporate Services Division is responsible for the provision of the accommodation, goods and services necessary for day-to-day operations in an ever expanding organisation. It provides the following services - Security, Procurement, Control (Governance, Finance, Risk) and Facilities/ Buildings Management (catering, cleaning, portering, engineering, office & staff moves, environmental health and safety, travel desk, file registry and archives).


MAIN RESPONSIBILITIES

The Head of Buildings and Facility Management will have responsibility for managing a Change Process and the following business units: Facilities Services, Environmental Health & Safety & Energy, Contract Management, Building Operations and Maintenance and Office and Staff Accommodation Moves


KEY REQUIREMENTS

It is necessary for the Head of Buildings and Facility Management to have the skills, abilities and competencies to assist in managing the diverse work programme, large number of staff and large budget involved. These should include:

  • A third Level Professional qualification related to Management, Organisational Behaviour, Project Management, Business Administration, Architecture, Engineering, Construction Management or related discipline, or a proven ability to perform the tasks required by the position.
  • A minimum of three years’ experience in a senior building management/facilities management role.
  • The provision of strategic leadership, coordination, and administrative oversight.
  • The ability to oversee and evaluate all Central Bank of Ireland facilities management operations; provide administrative direction to ensure that all facilities planning, development, construction, and management activities and initiatives are consistent with the organisation’s strategic, operational, and fiscal needs and objectives.
  • The ability to research, analyse and implement a change management process relating to service delivery methods, including management of issues arising from same.
  • A knowledge of and experience in the area of Environmental Health & Safety & Energy policies.
  • The ability to provide leadership and guidance in relation to the organisation’s environmental and energy policies in all facilities operations and promote responsible and productive sustainability/green focused efforts in all facilities activities.
  • Ability to provide overall coordination, ensuring optimal integration, synergy, and cost-efficiency in the development and implementation of operating plans, systems, and procedures.
  • Ability to design, establish and maintain appropriate structures and staffing levels within the area to effectively accomplish your goals and objectives and to feed into and support the overall goals and objectives of the division.
  • Project management, problem-solving and decision-making skills
  • Appropriate level of financial control expertise
  • A proven track record in delivering results.
  • Ability and willingness to Encourage initiative and self-development of staff
  • Ability and willingness to foster a sense of corporate awareness

KEY INTERPERSONAL SKILLS

  • Advanced leadership skills and the ability to effectively coordinate multiple institutional programs and initiatives.
  • Demonstrated skills in motivating and driving a change management process and a proven track record of delivering the above involving moving from an own staff model of service delivery to the most appropriate model for the Central Bank.
  • Demonstrated ability to foster a cooperative work environment
  • Demonstrated employee development, performance management, coaching and mentoring skills.
  • Demonstrated advanced verbal and written communication skills and the ability to present effectively to small and large groups at all level of the organisation.
