FIM Programme Manager - Based in HARGEISA SOMALIAND

The FIM Manager will manage and expand current Concern Somalia’s FIM (Food, Income and Markets) interventions in Somaliland and in South Central Somalia. The job purpose is to strengthen the current program in terms of designing and managing interventions that have the greatest impact on the most vulnerable in the target area. The FIM Manager will support Concern Somalia national staff to increase competence in planning, analysing, implementation and monitoring of the programme in the context of a sustainable livelihoods framework.

The FIM Manager will be responsible for the overall management of the Hargeisa field office. This includes the management of 12 staff (subject to change), financial management. The person will also act as Concern’s representative in Somaliland.

Programme Development • To lead the current food security project’s development into a longer term sustainable livelihood security project in line with Concern’s global policies including, HCUEP (How Concern Understands Extreme Poverty) and contextual analysis guidelines, country and organisational strategic plans and Concern’s project cycle management system. • Ensure that all proposals have effective and relevant DRR element(s) to mitigate against recurrent disasters in Somalia/Somaliland. • To develop budget and activity plans for each region for a three year period in line with programme proposals • To ensure timely production and submission of the project proposals, reports and budgets • To keep abreast of best practices in relation to the livelihood security sector. • To document success cases and disseminate learning within the country programme and organisation • To identify and develop strategies for working with local CBOs. • To ensure that all cross-cutting issues are well understood and mainstreamed into programme activities; including equality (especially gender), HIV/Aids, DRR etc

Programme Management • To provide effective and efficient management of programme implementation ensuring that standards of accountability and quality are maintained specifically as it relates to adhering to Concern policy and practice. • To ensure that project plans and activities are meeting intended project purpose and goals. To improve current monitoring tools in place and maintain an effective PM&E system, which informs reporting and project design • To ensure that the highest standards of quality and accountability are ensured throughout the implementation of the programmes through the application of standards such as HAP, etc.

Staff Management & Development: • To line manage project staff and establish performance objectives for each of the project staff and conduct formal Performance and Development Reviews (PDR) on a timely basis.

Project Documentation • To contribute to the development of organisational learning through information sharing with other Concern fields and HQ where applicable • To provide technical reports and position papers in the Livelihood security sectorTo ensure that programme learning is captured and well documented to ensure high standards of accountability throughout the programme cycle

Financial Management • In consultation with the CD, ACD programmes and Finance Manager, produce timely and accurate project budgets and revisions, and timely production of financial reports and narratives. • To manage project budget and ensure expenditure is in line within agreed project plans and budget • To ensure that management accounts are accurate and that expenditure is planned and executed in line with programme activities

External Relations • To liaise/coordinate with relevant authorities or institutions
• To liase with other organisations with respect to livelihood security sector and assist the CD in establishing and maintaining effective relationships with other agencies implementing Food/Livelihood Security projects/programmes Essential: • Degree in Development related discipline, such as community development, Livelihoods, food security, economics or agriculture. • At least 5 years’ experience in NGO development and recovery/rehabilitation work,
• Experience of working on relief and recovery projects in post-emergency settings • Knowledge and working experience of key current approaches – e.g. Sustainable Livelihood Frameworks • Demonstrated experience in one or more of the following areas: DRR, community development, food security, capacity building, working with partners, rights based approaches. • Demonstrated knowledge of best practice in programme design • Significant experience working in an insecure environment • Excellent report and proposal writing skills • Good negotiation skills • Ability to mentor, support and train staff • Fluency in English

Desirable: • Experience in facilitating workshops • Previous experience working with Concern • Strong Development orientation, coupled with strong appreciation of emergency contexts.
