The NRC Country Programme is implemented in South Sudan through the following core activities: Education; construction and rehabilitation of schools and emergency (shelter); Emergency Food Security and Information, Counselling and Legal Assistance (ICLA). The country office is located in Juba, where the ICLA and Education programmes are also implemented. Field offices are established in Aweil (Northern Bahr el Ghazal) and Alek (Warrap) where all four core activities are implemented to respond to the needs of the large numbers of returnees and IDPs.
The Education Programme, as with other NRC programmes, are designed to provide protection and durable solutions for IDPs, refugees and returnees in South Sudan.
Job description
■Under the guidance of the Programme Director (PD) for Sudan the Education Programme Manager (PM) will:
■contribute to the achievement of NRC’s aims and objectives in Southern Sudan;
■be responsible for the overall planning and implementation of NRC’s education projects in Southern Sudan as per NRC operating guidelines, agreements with the Ministry of Education, and the activities outlined in the Project Documents;
■raise the profile of the education programme in Southern Sudan with donors, partners and officials, through coordination fora and through specific education advocacy campaigns.
■The Education PM will lead the programmes in Southern Sudan and will report directly to the Programme Director.
■Roles and Responsibilities:
■Overall technical responsibility for all components of the Southern Sudan Education projects, including planning, designing, coordinating, implementing and improving projects in accordance with plans and approved budgets;
■Monitor, evaluate and suggest changes and improvements to the Education projects and project materials based on observations and discussions with the Education team, the PD, the Area Manager, as well as the NRC Education Adviser;
■Under guidance and in cooperation with the Finance and Administration Manager, PD and education project coordinators be responsible for keeping budget forecasts and tracking tools updated and for monitoring expenditures in accordance with relevant budgets/account groups;
■Lead assessments to expand Education activities in accordance with the country strategy, and coordinate with other NRC core activities for synergy between programmes;
■Contribute to the development of NRC’s general country strategy, action plan and advocacy activities;
■Interview, build capacity, and manage Project Coordinators (PCs) responsible for daily implementation of projects;
■In cooperation with the PCs, identify, hire, and monitor, (including assisting with necessary capacity building and training, ) local staff for the Education projects and directly manage the national staff in the Juba Education team in the absence of a PC;
■Develop proposals and budgets for submission to donors
■Prepare annual, quarterly and monthly reports to the Country Director, PD, and Ministry of Education;
■Ensure high quality reports to the donors
■Ensure proactive coordination, strong cooperation and exchange of information with current partners, ministry officials and other relevant external actors, particularly local communities
■In consultation with the PD, liaise with donors, and represent NRC at high level meetings at state and national level with the Ministry of Education;
■In consultation with the PD, engage in advocacy and raise awareness about NRCs programmes and Education related issues;
■Coordinate logistical and procurement activities for all education projects in collaboration with the PCs, AM and the Logistics department;
■Travel frequently to projects in different states to monitor and streamline activities between projects, ensuring identified improvements and lessons learned are incorporated across all project areas.
Qualifications
■Tertiary degree in Education or an education related field
■Proven teaching and training skills/certification
■Minimum five years field experience with education projects, with strong evidence of professional knowledge of education in development settings
■At least two years teaching experience
■Working experience from rural and post conflict contexts, preferably in Africa, implementing projects in cooperation with local communities and authorities
■At least three years project management experience
■Substantial project budget management skills, and experience managing multiple large budgets
■Demonstrated experience in staff management, and logistics/administration management
■Strong experience in coordination and advocacy work

■Salary/benefits: According to NRC’s general directions, approximately NOK 50 490,- (€ 6 519) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
■South Sudan is a ‘non-family duty station’.The primary duty station will be Juba, Central Equatoria, with frequent travel to the field offices in Aweil, Northern Bahr el Ghazal and Alek in Warrap state.
■Juba, Aweil and Alek are usually quiet and relatively safe, and foreigners can normally move around in daylight hours without harassment or danger. Travel outside the main towns is limited due to challenging road conditions; most travel is by air and is dependent on changing security and environmental conditions.
■Recreational and social facilities are limited. Accommodation is modest, and within the NRC staff compound in Juba.
