POSITION TITLE: Field (Civil) Engineer GRADE LEVEL: SP-1 (Agriculture Sector) DUTY STATION: Garbodadar, Awdal Region (Somaliland) ORGANIZATIONAL UNIT: Somalia Country Office (FAO-Somalia) DURATION: 12 months (with 6 months probation) ELIGIBLE CANDIDATES SOMALI NATIONALITIES ANTICIPATED START DATE: 1st December 2011
Under the overall guidance of the OIC Somalia the general supervision of the CTA, SWALIM and the direct supervision of the Senior Engineer, the Civil Engineer will carry out the following duties:
• Identify gaps in the infrastructure developed in Dur- Dur phase 1 in relation to use and functionality; • Propose improvements to address the identified gaps; • Design and cost the proposed improvements; • Mobilize community contribution to improvement works; • Supervise the implementation of improvement works; • Map out additional cropped area due to improvement works • Community mobilization and identification of location for new infrastructure; • Survey, design and supervise constructions of canals, shallow wells, roads, bridges, gravity weirs and markets; • Mobilize community contribution for new infrastructure and provide technical assistance as necessary; • Prepare as-built drawings for all constructed infrastructure; • Facilitate the community in preparing pipe and pump distribution criteria; • Participate in project impacts mapping: • Collect data for mapping the project impact with special regard to increased command areas; • Participate in project beneficiary Characterization; • Facilitate in resolving right of way issues; • Social negotiation for borrow pits; • Efficient allocation and mobilization of moulds and gantry systems; • Address technical matters as they arise on site; • Liaise with FAO Engineer on all technical matters; • Assist communities in interpreting letters of agreement; • Ensure timely submission of invoices for certification; • Facilitate delivery of FAO in-kind support to beneficiaries; • Receive {pumps, pipes, cement, reinforcement bars and tools for infrastructure development} distribute, and map out beneficiaries; • Day to day supervision of contractors
Expected Output:
• Monthly reports on achievements as per work plan submitted through the National Agricultural Extension Officer. • Contribute to development of Training materials on various technologies • Contribute to timely preparation and submission of Mid-term project report • Contribute to timely preparation and submission of Final Project Report • Engineering survey report for canals, roads, bridges, shallow well and market infrastructure; • Conceptual designs for all infrastructure and structure; • Prepare drawings and bill of quantities for all infrastructure; • Supervise the implementation of all the infrastructure and prepare completion report. • Supervise the distribution of materials and prepare distribution report;
Minimum requirements Candidates should meet the following: • Civil Engineer with 5 years of hands on experience; • Proficient in AutoCAD and structural design softwares; • Experience in works contract management; • Technical experience in labour based and mechanized road construction; • Experience in irrigation and structural Engineering works
