ORGANIZATIONAL BACKGROUND Horn Relief, Danish Refugee Council, Save the Children and Action Against Hunger (ACF) are members of the South Central Cash Consortium which is currently implementing the Food Assistance to South Central Somalia program. The objective of the project is to provide households in South and Central Somalia with access to their basic food and non-food needs. The project will provide households that are currently experiencing an acute food and livelihoods crisis, with unconditional cash grants in order to allow them to purchase their food and non-food basic items. The project is being implemented in areas of South and Central Regions of Somalia including Lower Juba, Gedo, Hiiraan, Bay, Bakool and Mogadishu. Horn Relief is the Technical lead agency for the Consortium.
POSITION SUMMARY The Consortium Coordinator will have overall leadership and management responsibility for the South Central Cash Consortium which will be implementing the Food Assistance program for Vulnerable Households in South Central Somalia. The Consortium Coordinator will be responsible for the overall management of the Consortium, the CCT and for reporting to the Consortium Working Group and will take the lead in Advocacy and Communications in particular plan and deliver targeted and effective messages to raise awareness of the plight of households that are currently experiencing the food security crisis in South Central Somalia. This position requires the demonstrated ability to build and maintain relationships and create awareness about the current food security crisis in Southern Somalia.
PRIMARY RESPONSIBILITIES The Consortium Co-ordinator will be responsible for managing the Consortium, the CCT and for reporting to the Consortium Working Group and will also take the lead in advocacy and coordination. Coordination In particular regards to Coordination, he or she will: • Represent the Consortium with donors in relation to fundraising • Represent the Consortium in relevant forums [Agriculture/Livelihoods and Food Aid and Nutrition Clusters and CBRWG] and report back to the Steering Group • Report to the Steering Group, sit as an observer at Steering Group Meetings • Highlight issues for special consideration and present pertinent facts to the Consortium Steering Group sufficient for a decision to be made, including key issues that arise in the Technical Working Group; • Make recommendations to the Consortium Working Steering for changes to Consortium procedures, systems and processes providing adequate justification to allow a decision to be made; • Maintain close liaison with Consortium Members to ensure the Consortium Steering Group is aware of all relevant issues and that strategy is consolidated and co-ordinated; • Prepare briefing papers for the Consortium Steering Group on any issues that impact on the Consortium’s activities; • Advise the Consortium Steering Group of all opportunities to increase the ‘added value’ stemming from the Consortium approach; • Manage the Consortium Coordination Team budget, approve and be responsible for any expenses • Submit a quarterly narrative and financial report to the Consortium Steering Group and brief monthly reports as required by the Consortium Steering Group; • Present an activity plan for the next management period to the Consortium Steering Group for approval and manage the activity plan on a day-to-day basis; • Facilitate all Consortium Steering Group and Technical Working Group meetings; • Assist with the recruitment of the staff of the CCT after consultation with the Consortium Steering Group as well as contracting external short term Advisors on behalf of the Fund Manager and/or Specialists such as M&E, Protection, Food Security Specialist and so on; • Directly line manage any CCT staff. • Any other tasks as reasonably requested by Steering Group members Advocacy and Coordination Advocacy and Communications will require the Coordinator to plan and deliver targeted and effective messages which will raise awareness of the plight of households that are currently experiencing a food security crisis and profile the successes of the use of cash grants on a large scale with existing and potential donors. In particular, he or she will: • Develop, coordinate and implement long-term advocacy and campaign strategies, delivering on the Consortium’s mission to provide households in South and Central Somalia with access to their basic food and non-food needs, and contributing to regional and global campaigns. • Achieve Consortium goals through influencing external and internal policies and agendas. • Identify, build and manage significant external relationships, including with partners, allies, lobby targets and media contacts. • Maintain strong relationships with Consortium programme staff, regional and global advocacy staff, and advocacy colleagues within Consortium affiliates. • Analyze, interpret, produce and communicate complex information. • Represent the Consortium to the media and other external audiences, in accordance with Consortium Steering Group strategy. • Develop and support alliances, networks and coalitions, as appropriate.

REQUIRED COMPETENCIECS • Post graduate degree, in Social Sciences, International development, Project Management, and/or Public Administration. • Minimum 10 years experience in team leadership/project management roles with at least 5 years of experience field/project management. • Strong organization skills, with experience with Project Management tools and methodologies. • Strong Monitoring and Evaluation skills required, in particular for the development and analysis of baseline information, assessments and monitoring tools. • Relevant overseas experience in development and humanitarian context is required. • Experience of human resource management at a field level. • Experience in budget management and knowledge of financial procedures required. • Ability to multi-task and effectively handle stressful situations. • Must have excellent written and analytical skills including presentation generation and delivery as well as financial and other analysis techniques • Proficiency in computer applications such as word processing, spreadsheets, power point, etc. • Strong networking, donor relations, decision making and negotiation skills. • Must possess strong skills in facilitation management, team leadership, planning, and problem solving and be able to understand the total impact of the projects on the entire organization.
