Lead, manage and guide the development, coordination, implementation, monitoring and reporting of SCiSOM’s programme activities in CSS in accordance with the country and emergency strategy of the country programme.
Key accountabilities
• Lead, manage and motivate technical coordinators, ensuring they have clear objectives and receive meaningful feedback on their performance.
• Lead the implementation of our emergency strategy, and revise it as necessary in the light of the changing external environment and our practical experience.
• Guide and lead the development of relations with key organisations involved in humanitarian work in the region, to influence their policies and secure funding and other resources for our work
• Ensure programme work is high quality, complies with established policies and contributes directly to SCiSOM strategies and operational plans. Contribute to the development of new programme plans and strategies.
• Ensure that plans and cash flows are developed and implemented accordingly for each project in CSS.
• Ensure that monitoring pans are developed, implemented and important information and lessons are collected, documented and reported in a timely manner
• Strengthen our mechanisms for accountability to children in emergencies, and ensure that lessons learned are captured and shared for future responses.
• Work with the Thematic Managers, Finance Officer and Logistic Coordinator to coordinate the writing of proposals, ensuring they are of a high quality. Help to present SCiSOM’s work to donors and to negotiate funding as required.
• Coordinate with Thematic Managers timely reporting to donors against grants, as per contracts.
• Lead sector coordinators of the region to secure effective technical support for Field Offices and to secure a strong flow of evidence from CSS programme to feed into global advocacy and campaigns
• Promote the culture of periodic joint planning and review of projects together with regional sector and project coordinators
• Promote opportunities for senior staff; building on their career development. Support career development initiatives of staff in programmes (especially national staff) to develop their skills and widen their international perspectives.
• As a senior manager, participate in ensuring overall high standards of security management and staff safety.
• Represent SCiSOM CSS programme in regional meetings with other national and international organizations, including government, especially in relation to the coordination of programme activities with other actors in CSS
• Contribute to national-level advocacy efforts in liaison with the Advocacy Coordinator and Thematic Managers.
• Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.
• Deputise for the Area Representative when necessary.
Person specification
Essential:
• Significant experience of at least 6 years managing large humanitarian programmes including representation at a senior level.
• Previous experience of managing and developing diversified teams and the ability to lead and motivate others.
• Ability to analyse information, evaluate options and to think and plan strategically.
• An in-depth understanding of emergency issues, particularly in relation to children. Understanding and commitment to the principles of child rights and child protection.
• Commitment to a participatory approach involving staff, partners, children and community members.
• Fluency in both spoken and written English.
• Experience of effective financial and budgetary control for a programme with multiple funding sources.
• Experience of developing and implementing security plans and of managing risk in insecure operating environments.
• Excellent interpersonal, communication and presentation skills and ability to work with a large and diverse senior team.
• Willingness to travel
• Commitment to - and understanding of – Save the Children’s aims, values and principles.
Desirable:
• Professional experience in a relevant sector of humanitarian response (e.g. health, education, food security, other).
• Knowledge and particular interest in the country and the region.
The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow expatriates unsupervised access to vulnerable children and young people.
