Transparency International UK’s ”Defence and Security” Programme
Organisational description Transparency International (TI) is the civil society organisation leading the global fight against corruption. Through more than 90 national chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption, and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
The International Defence and Security Programme (DSP) is Transparency International UK’s programme dedicated to fighting corruption in the defence and security sector globally. It is based in London. The Programme works with all stakeholders in the defence sector – defence companies, governments, multilateral organisations, civil society and media – to eliminate corruption through enhanced transparency and accountability. It has had significant success in developing practical new measures to tackle defence corruption, with collaboration across defence companies, actions in several governments and a constructive collaboration with NATO. The programme is funded mainly by the UK’s Department for International Development (DFID), with additional contributions by NATO.
The role The team is looking for a project officer to be the principal support person on our training/education work for defence, security and military officials, and to support the programme director’s engagement with ministries of defence and NATO. The project officer will also develop and support the team’s work in Africa and with the African Union. The work will include preparation of international anti-corruption workshops and roundtables for civil and military defence personnel under guidance. The post holder will help update training material and documentation, liaise with all stakeholders involved in the training course, and be responsible for monitoring and evaluation in that area. In addition, the successful candidate will assist the programme director and the military expert on ongoing counter-corruption work in several countries and related work. The programme is looking to expand both the training and education work and other projects into Africa. The post holder will be the responsible point of contact for this and support the Africa lead person on this. Additional tasks can include administrative assistance and monitoring of political developments in countries. This role will require international travel, possibly including to countries such as Afghanistan. This position reports to the programme manager.
Ideal Skill Set Transparency International’s defence and security programme attracts employees from the most diverse professional and academic backgrounds. We are interested in an individual’s drive, professionalism and can do attitude. Excellent written and verbal communication skills and the ability to multi-task and prioritise are essential, as is prior work experience. This post is suitable for a versatile individual who would come from a military or security background or might have worked in a ministry of defence. Relevant work experience could also include public policy in the area of defence/security, experience in Afghanistan or Africa, or in an international organisation. Experience in working on issues of governance and/or anti-corruption is helpful but not required. The candidate is likely to be educated to degree level or equivalent. Language fluency is a definite asset: eg French, Russian, or Arabic.
S/he must be used to working in the context of continual innovation and change, designed to break new ground in the fight against corruption. S/he must be comfortable working in a start-up environment requiring extensive ‘self-starter’ skills with minimal bureaucratic safety nets or backstopping. Our office environment requires openness, collaboration and flexibility. We offer excellent team spirit and an environment in which everybody contributes. No one arrived at the defence and security team knowing everything they needed to know – we are very much a learning organisation. Expect to learn and adapt constantly.
The position is based at our offices in Loman Street, London SE1.
Start date: 1 October 2011.
Salary The salary is in the range of £23,000 – 27,500 p.a., depending on experience.
