The Programme Manager, Kinshasa will provide leadership in all areas of implementation including financial management, programme management, security, logistics, HR, partner supervision and capacity building, and overall office management in Kinshasa. S/he will assist the FD , DRC in expanding in-country programs in Kinshasa and Goma, by writing concept papers and proposals, providing assessment information and support. The Kinshasa Programme Manager will also support the FD, DRC in the monitoring and evaluation of all projects. The Kinshasa Programme Manager will be responsible for managing the outreach project for girls living and working on the street in Kinshasa which is funded by Comic Relief. This project provides outreach services to street and working children through a night bus, street, and peer outreach, a drop in centre running activities, offering psychosocial support & first aid and referral and reintegration of girls within their communities and families where possible. The project also seeks to develop referral networks for street children as well as build the capacity of referral service providers including the social affairs ministry to provide services and work with the community to combat stigma and prevent sexual exploitation and abuse of girl street children. Key responsibilities: oProgramme Management: Programme planning and development, in line with War Child UK’s strategy; Programme delivery, to agreed standards, time frames and budgets, development and implementation of M&E system in line with donor requirements. oHuman resource management and partner liaison: Line management of War Child UK national staff, providing support and monitoring to national partners oFinancial Management: Rigorous financial and administrative management, providing oversight of in-country management information systems, supplying UK Finance Department with expenditure information reports in an accurate manner on a monthly basis. oSecurity Management: Implement Kinshasa programme security plan and revise quarterly if needed. oChild Protection: Ensuring compliance by all staff and partners with War Child UK’s Child Protection Policy and providing training to staff and partner staff.
