1. What is to be evaluated?
A twelve (12) EMOP project covering two Districts (Haut and Bas Uele in Oriental Province in the DRC), targeting 246,000 beneficiaries with 14,700 MT of food and with a total value of US$ 25,2 million, through a number of activities: general food distribution for IDPs, returnees, host communities; targeted supplementary; emergency school feeding; emergency food for work and assistance to vulnerable groups, such as women victims of sexual violence
2. EMOP in DRC
WFP's assistance started under the current EMOP 200186 started in January 2011 for 12 months. This EMOP follows a previous one – EMOP 10824 which started in May 2009, which initially approved for 6 months, to assist 154,000 persons, with a total amount of 12,600 MT of food and total value of US$ 27.7 million. This first EMOP was extended by one year (2010), to assist a reduced total caseload of 144,000 beneficiaries, with 14,400 MT of food. The initial budget was increased through this extension/revision by 33.7 million.

2. Evaluation timing
Evaluation mission phase – CO would like to have the evaluation mission taking place end August or early September but not later than mid-September 2011, considering the timeline agreed with the Regional Bureau, and required for the design of a successor EMOP (for the year 2012) and approval by WFP’s ED and FAO’s DG.
Reporting phase – CO wants to have the full evaluation report ready in October 2011, but the evaluation mission’s aide-memoire with key findings, conclusions and recommendations should be ready by mid-September 2011
3. Composition of the evaluation team
Team leader
The responsibility of the Team Leader is to: Develop evaluation methodology ; Conduct secondary data review and analyse primary data/information following collection; Manage evaluation team and ensure efficient division of tasks between the mission members; Conduct the evaluation in accordance with the TORs and scope of the evaluation, including writing summary and full reports; Represent the evaluation team in meetings with stakeholders; Present evaluation findings and recommendations at meeting with stakeholders; Responsible for timely submission of the evaluation reports.
Expertise required - Actual experience in evaluations; Minimum 7-10 years professional expertise in international development/humanitarian cooperation; Extensive knowledge of result-based management evaluation, participatory evaluation methods and approaches and in applying the DAC evaluation criteria; Demonstrated analytical, communication and report writing skills; Knowledge of these issues in African countries, are an advantage; Fluent in French and English
Technical expertise to be available within the evaluation team.
• Expertise in Food security/safety nets, including nutrition, school feeding and food for work in an emergency and insecure settings;
• Expertise in Monitoring and Evaluation an Targeting Mechanisms.
• Knowledge of these issues in DRC or other similar African countries and of WFP's programmes are an advantage;
• Fluency in both French and English are required.
