Purpose of post
The UNESCO Institute for Statistics (UIS) is an international organisation based in Montreal, Canada that is mandated to compile, analyse and disseminate internationally comparable statistics on education, science, technology, culture and communication for over 200 Member States and territories.
Under the overall authority of the Director of the UNESCO Institute for Statistics (UIS), the Head of the Education Indicators and Data Analysis (EIDA) section and the direct supervision of the Programme Specialist (P4) the incumbent shall, in particular:
Main responsibilities

Contribute to the implementation of the UIS work programme by undertaking the following specific tasks.
ƒ{
lead education finance indicator reviews,
ƒ{
lead, review, and develop UIS methodology on expenditure indicators,
ƒ{
assist with survey redesign and revision of technical manuals,
ƒ{
guide and train UIS statistical support staff and field staff,
ƒ{
collect public finance data from national and international sources, and
ƒ{
analyze and evaluate data and prepare statistical outputs.

Lead implementation of the Education Finance Capacity Building Project in five Southern and Eastern African countries:
ƒ{
review and provide support to the production of Country Education Finance Briefs by participating countries,
ƒ{
follow up on Data Plan templates that facilitate conversion of national accounting data into the UIS reporting format,
ƒ{
coordinate the internal team and build the capacity of the team members,
ƒ{
conduct country missions,
ƒ{
coordinate with the external partners, and
ƒ{
document and prepare reports.

Produce analytical outputs using the latest UIS education finance data, including contributions to the Global Education Digest and fact sheets on thematic issues,

Initiate discussion on sustainable approaches to collecting private education expenditures. Develop pilot approach in coordination with external partners.

Join capacity building and Data Plan missions as requested,

Assist in the organization of seminars and meetings; prepare presentations and documentation on education finance statistics.

Liaise within UNESCO and with international organizations, regional and national stakeholders to ensure the efficient and effective coordination of activities.
Profile

Advanced university degree in economics or public finance, or statistics or a closely related numeric discipline (e.g. demography or mathematics) or in the fields of education or social sciences with a substantial economics component.

Four to seven years of work experience in applied finance or official statistics is required of which two years at international level preferred.

Experience in drafting analytical reports based on finance statistics is an advantage.

Good communication skills and ability to make effective presentations.

Good IT skills, particularly in the use of software applications for data processing analysis and operational activities.

Excellent knowledge of English or French and good knowledge of the other language. Knowledge of another official UN language would be an asset.
Conditions of employment
UNESCO¡¦s salaries are calculated in US dollars. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. For this post, the annual remuneration will start at the current exchange rate at US$ 105,734 (US$ 91,982 if without dependants) exempt from income tax. In addition, UNESCO offers an attractive benefits package including 30 days annual vacation, pension plan and medical insurance. The initial appointment is for one year and includes a probationary period of three months. It is renewable, subject to satisfactory service and availability of funds to a maximum of three and exceptionally four years. UNESCO is a non-smoking Organization.
