OVERALL RESPONSIBILITIES
The objective of the UNICEF DRC Getting Results for Children with Equity Through Integrated Community-Based Maternal, Neonatal and Child Health Approaches Project is to accelerate the delivery of high impact interventions to the poor and marginalized populations in order to reduce disparities in morbidity, mortality and intervention coverage by focusing on the worst-off quintile districts.
The two major components of this Project are health systems strengthening and service utilization through the training of Community Health Promoters and community mobilization. The service component includes increased use of high impact promotion, prevention and case management in maternal, newborn, and child health (MNCH). The other health systems component includes improved implementation of selected policies, program advocacy, and decision-making, particularly at the community levels.
SPECIFIC RESPONSIBILITIES
The Finance and Administration Specialist provides backstopping and support to ensure the timely and effective implementation of the project’s activities in the DRC. The Finance and Administration Specialist performs standard accounting, budgeting, and reporting duties in accordance with generally accepted accounting principles and grant requirements, and MSH policy, as well as overseeing the quality of office administrative functions. S/he serves as a financial management resource to programmatic and operational staff. The Specialist monitors transactions through the effective use of the review and approval process to ensure propriety with UNICEF and MSH regulations. With the Project Director, s/he monitors compliance with all internal and donor financial and administrative requirements. The administrative duties of this position will include overseeing security, travel and transportation, IT and communication, general procurement, and the upkeep of office space and equipment. The Finance and Administration Specialist safeguards the assets (financial and physical) of MSH and other donors against fraud, loss or misuse.
This position is contingent upon MSH winning the project award.
QUALIFICATIONS
The Finance and Administration Specialist will have an advanced degree in business administration, economics or finance with significant administrative project management experience and training in international settings with an international organization. S/he will have: knowledge of applicable USG procurement, assistance, rules and regulations, as well as administrative policies and techniques; expert skills in MicroSoft Word, Excel, and QuickBooks or similar accounting package; familiarity in a Windows PC environment; demonstrated English and French language skills (FS-3 level or higher). The Finance and Administration Specialist will travel within the DRC as needed.
