The Child and Youth Protection and Development (CYPD) Unit works towards the protection and development of children and youth and consists of three sub-sectors; Child Protection, Education and Youth & Livelihoods. Together these sub-sectors promote the wellbeing of children and youth through working across a child’s or youth’s environment with families, communities, civil society, markets and government and through safe and developmentally appropriate programs across age groups.
The Emergency Preparedness and Response Unit (EPRU) is responsible for maintaining the organization’s readiness to respond to emergencies and mounting effective and rapid responses during complex humanitarian crises. The EPRU works with technical experts each from a particular field critical to emergency response. One of these fields is child and youth protection and development. The Emergency CYPD Coordinator sits within IRC’s CYPD Unit, but is part of the Emergency Response Team (ERT) with the other technical experts.
SCOPE: The Emergency CYPD Coordinator is the person responsible for ensuring IRC’s ability to plan and respond to humanitarian crises with regards to the protection of children and youth in the affected population. This is seen as encompassing child protection, education and youth & livelihoods interventions. While primarily assigned to emergency response deployments, the Emergency CYPD Coordinator will also provide technical support to country programs through roving/strategic deployments and to the CYPD technical unit through contributing to the development of technical resources and representation.
The Emergency CYPD Coordinator is deployed in the field, either in an emergency or in roving/strategic deployments, for 75% of the time. The Emergency CYPD Coordinator is expected to deploy to emergency locations within 72 hours.
RESPONSIBILITIES: Emergency Response: Provide technical leadership in the set up of CYPD programs in emergency settings The precise nature of work will vary depending on the specific emergency situation, but will likely include: • Conduct emergency assessments • Formation of CYPD programs • Recruit and train CYPD staff; temporary supervision of staff • Develop strategies and set up procedures • Proposal development • Liaise with CYPD sub-sector Technical advisers and other relevant Technical Units • Inter-agency coordination • Media representation where appropriate
Roving/Strategic Deployments: Provide technical support to CYPD programs in non-emergency deployments The precise nature of work will vary as this function is demand-driven, but will likely include: • Conduct assessment or evaluations • Support start-up of new programs • Support CSS process • In-country program design and proposal development • Capacity building • Temporary gap-filling for coordinator position
Non-Field-based Assignments: Provide technical support to CYPD technical unit • Contribute to and/or lead in the development of technical resources and tools • Support development/dissemination of CYPD advocacy messages • Support in planning/facilitation of CYPD meetings/workshops • Inter-agency representation; particularly related to emergency preparedness, response and coordination with relevant other actors and networks
• Lead in development of CYPD emergency preparedness strategy and tools • Media representation where appropriate related to CYPD emergency response
REQUIREMENTS: • University degree in social work, social sciences, psychology, education or other related field • At least 3-5 years experience in international relief with at least 3 years experience in coordinating, managing and implementing child and youth programs in conflict/disaster affected contexts • At least one year of experience working in acute emergency or start-up settings • Excellent communication and interpersonal skills and flexibility • Proven ability to work in a team • Strong problem solving and leadership skills Strong assessment, management, project planning, organizational • Competent in Windows, MS office programs, email and database experience • Preferred experience working with HF radios (CODAN), VHF radios, satellite telephone and fax • Fluency in English, spoken and written; Conversant in French a plus • Willingness to travel regularly to assigned countries and missions • Experience working in insecure and difficult locations
