HIRING A CONSULTANCY FIRM FOR RECRUITING STAFF FOR THE MINISTRY OF EAST AFRICAN COMMUNITY
BACKGROUND
The Government of Rwanda established the Ministry of East African Community (MINEAC) in 2008 in line with East African Community (EAC) member states' joint commitment to establish national coordinating ministries with primary responsibility for EAC matters. MINEAC serves as an operational link between the Government of Rwanda and other national stakeholders, and the EAC organs and Institutions.
The Ministry has built strong partnerships with a wide range of stakeholders at national and regional levels. The level of public knowledge on EAC integration matter has increased and the Ministry has recently chaired the Community with great success. These achievements have contributed to the high levels of political visibility of Rwanda in the East African Community. Now and in the future, MINEAC has started to work with a wide range of GoR, private sector and civil society stakeholders, and ensure their effective engagement in EAC integration.
To be able to achieve this, the ministry is in the process of recruiting more staff to fill the vacant positions.
It is from the above background that MINEAC desires to procure services of consultancy firm within the overall objective to carrying out the entire recruitment process of the above-mentioned staff on behalf of MINEAC.
OBJECTIVES
The objective of the assignment is to hiring a consultancy firm for carrying out the entire recruitment process of the staff for MINEAC on behalf of MINEAC.
The specific tasks are the following:
- To carrying out the pre-selection of candidates based on the job description;
- To prepare and submit the short-listing report to MINEAC;
- To prepare the written and oral interview questions in collaboration with MINEAC To supervise the exams and make corrections of the candidates;
- To elaborate the recruitment report including the recommendations or selected candidates
PROFILE REQUIRED
The consultancy firm or company that has key persons with the following criteria and experience:
Human Resource Specialist
The Human Resource Specialist will have not less than 10 years experience in Human Resource Management or Public Administration. Educational and professional qualifications will include:
- An MBA with specialization in HR or Master's degree in Human Resource/Public Administration;
- Experience of working on change management issues within a public organization;
- At least five years managerial experience dealing with team and organizational building, preferably in the public sector;
- A knowledge of modern Human Resources Development techniques and an understanding of organizational theory and practice with regard to the public sector;
- Ability to mentor staff and facilitate learning by doing;
- Excellent skills in staff carrier development in previous jobs;
- Proven track record in working effectively within multidisciplinary teams;
- Computer proficiency in standard office applications (Spread sheets; word processing, Internet Explorer);
- Excellent communication, interpersonal and team building skills; and
- Fluency in English.
Other experts for short interventions
The consultancy firm should have other consultants for short interventions (for setting and correction of written and oral interviews) with legal, political, education, information and communication background, with qualification (university degree) and experience not less than 5 years in public administration.
Interested firms must provide a statement of capability and experience indicating that they are qualified to perform the services (firm registration documents, description of similar assignments, experience in similar conditions, availability of appropriate skills among permanent staff or partner consultants, etc...).
The selection process of the successful consulting firm shall be conducted in accordance with procedures set out in Rwandan public procurement law and regulations.
