European Management Solutions is in the process of identifying 1 expert for the EC tender “Northern Uganda Rehabilitation Programme (09 ACP UG 016)”.
Global objective:
To provide the Programme stakeholders with an external, overall, independent and objective assessment of the outputs, outcomes and potential impact of the Programme vis-à-vis the expected results as contained in the logical framework, and other achievements derived and to identify relevant lessons learnt that could guide the design and implementation of the 10th EDF programmes in Northern Uganda
Required qualifications:
- Masters degree in preferably, social development, economics, or any other disciplines related to social development
- At least 5 years and preferably more than 7 years of relevant experience in rural & community development, livelihoods enhancement, conflict resolution, human rights, SGBV, peace building in a post conflict environment; experience in Northern Uganda an asset.
- Experience in program planning, implementation, progress monitoring, research and evaluation of social welfare
- Familiarity with the challenges in northern Uganda; Knowledge of national policy frameworks/agenda (PEAP, PRDP, KIDDP) an asset.
- Excellent communication and presentation skills
- Excellent writing and analytical skills
- Fluency in English as a working language, conversational knowledge of Luo/Ateso/Ngakaramajong/Swahili an asset
The Social Development Expert will only be involved in the NUREP evaluation
