The Africa Peace and Security Programme (APSP) is seeking to expand its team with qualified professionals for various fixed term and consultancy positions.

Consultancy positions:
> Curriculum writer for the course “Managing Peace and Security in Africa (MPSA)”; estimated 60 days between 1.6. and 30.09.2011;
> Lead Facilitator for the course “Managing Peace and Security in Africa (MPSA), starting 1.10.2011 for one year (6 x 2 weeks = about 80 days)
> Senior Researcher, 6 months, starting 1.6.2011
> Researcher/Analyst, 6 months, starting 1.6.2011 (readvertisement)
> Communications and Resource Mobilisation Officer, starting 1.6.2011

Fixed term positions (one year, but extendable):

APSP is a joint initiative between the African Union and IPSS/AAU, endorsed by the African Union Executive Council in January, 2010 (EX.CL 567/XVI). APSP is strictly pan-African in its outlook and strives to match international best practices in all its activities. APSP was officially launched in May 2010 with the commencement of its first one-year executive masters course “Managing Peace and Security in Africa”, aimed at senior professionals from the AU Commission, the RECs and other regional institutions. Beyond this, APSP has also been requested to engage in outreach and research activities in relation to the Commission’s peace and security agenda. An outreach and research project under the title “African solutions in peace and security” will run from 1.1.2011 to 31.12.2013; and an important conference on current issues in African peace and security is planned for November, 2011.

Our core team of professionals needs to be expanded. This creates an exciting opportunity for capable and highly committed individuals to contribute to the full establishment of this fledgling institution which, we hope, is poised to make significant contributions to addressing the “intellectual challenge” of peace and security in Africa.

Compensation for the jobs advertised is competitive at international level. Fixed term positions are at this time offered for one year, but appointments can in principle be renewed repeatedly. All jobs are located in Addis Ababa and may require some travel.

General requirements
> National of a member state of the African Union (except for Curriculum writer)
> Self starter; results oriented; self-organized; willing and able to work in an often difficult and highly complex environment
> Team player with a true interest in other people
> Willing and able to work in a multi-cultural, pan-African setting; to continuously meet demanding work standards / global good practice; to flexibly adjust to frequent changes of specific objectives, priorities and institutional set-up; to contribute significantly and demonstrably to the programme’s mission as expressed in the Executive Council Decision
> Solid professional background in peace & security or related fields; your own expertise shall allow you to easily communicate with top experts; of critical importance are your interest and ability to rapidly grasp new ideas and situations, and to communicate clearly on these issues.

Consultancies

1. Curriculum writer for the course “Managing Peace and Security in Africa (MPSA)”; estimated 60 days between 1.6. and 30.09.2011

Senior and mid-level professionals from the AU, from the Regional Economic Communities, the UN and multilateral organizations, national governments as well as from the non-profit sector are´invited to attend this course. The course is very innovative: While international best practice has served as benchmarks, its curriculum has practically been designed from scratch. Its most distinguishable features are:

> Executive format: participants study while staying with their jobs; the course blends attendance with distance learning
> Thematic focus on Africa: the diversity of African problems and African solutions are taken as the main reference and examined in great detail (rather than seeing them as particular cases of universal phenomena)
> A pragmatic, interactive and experience-oriented methodology: workshops with experts and resource persons as well as problem solving and interaction among participants rather than lectures and learning from the book.

The curriculum is designed in great detail by IPSS, down to the level of individual course elements. It was recently reviewed by a panel of high level experts. The review resulted in recommendations to adjust or update many of the about 500 individual element which make up the curriculum (on the average 7 per day, with about 70 teaching days). Elements are, inter alia: rationale; learning objectives, question of the day; schedule; inputs/presentations; task sheets; hand-outs; reading lists; attendance assignments.

The consultant will:

> Revise the overall syllabus in line with the recommendations of the Review, paying particular attention to the combination (sequencing) of modules, the synergy and appropriateness of learning objectives (daily, weekly, module-based) and methodology;
> Undertake a detailed revision of each module (on the basis of the 17 Elements contained in the Curriculum Development Control Sheet for each module) by translating recommendations of the Review into practice by (re)developing and (re)designing and filling in gaps in the contents of each element as appropriate;
> Prepare all relevant documentation and other requirements necessary for the transition from the Darfur case-study to the Ivory Coast case-study.
> Produce a consolidated course handbook containing 7 folders (introduction, 5 modules, closing). These should contain the entirety of relevant information for each module, These handbooks shall be produced in both hard-copy and electronic format;
> Align the Course Handbooks with its internet learning platform contents so that both are synchronised;
> Contribute to IPSS’s review of the facilitation document as well as the new document on assessment.

Specific Requirements:

> Excellent knowledge of the subject, as documented through academic publications
> Substantial work experience with African Union Commission (PSD) and RECs
> Teaching experience in similar courses
> Experience in course design for adult education; Ph D degree preferred
> Teaching experience in relevant practitioner-oriented courses
(Experience must in all cases be tightly linked to the subject “peace and security in Africa”)
> 12 years or more of relevant work experience


2. Lead Facilitator for the course “Managing Peace and Security in Africa (MPSA), starting 1.10.2011 for one year (6 x 2 weeks = about 80 days)

> about 15 days every two months according to a defined schedule

Objectives
Ensure the facilitation of one batch of the MPSA course
> based on the detailed curriculum / schedule provided
> in line with the facilitation guideline of IPSS

Principal tasks
> Facilitate six attendance sessions within one year
> Develop distance learning assignments
> Implement the grading of all assignments through the Moodle system
> Lead and implement the on-going monitoring and evaluation
> Ensure that the course-specific section of our on-line learning platform Moodle is updated and ready for use
> Support the further development and refinement of the curriculum
> Support the further development of the methodology/facilitation guidelines
> Ensure training delivery meets all formal requirements and matches agreed standards
> Monitor usability of training facilities and equipments thoughout the sessions and initiate repairs, procurement etc
> Tutor participants towards their declared learning objectives

Special Qualifications
> Relevant University Degree (MA or PhD)
> Excellent command of English; at least oral command of French, Arabic or Portuguese
> Work experience in more than 5 African countries
> At least 15 years professional experience
> Thereof a minimum of 5 years professional experience in a non-academic environment (this may include consulting) and 3 years professional experience in a leadership position
> Substantial experience in the delivery of advanced training for professionals
> Substantial experience in the facilitation of workshops

3. Senior Analyst, 6 months, starting 1.6.2011

4. Researcher/Analyst, 6 months, starting 1.6.2011 (readvertisement)

The IPSS aims to organize a high level conference on peace and security in Africa in November, 2011.

Objectives
To prepare the agenda and to provide inputs for this conference.

Principal tasks
> Produce practitioner and policy briefs on a wide range of issues, ranging from terrorism through natural resource governance to small arms and light weapons

Special Qualifications
> Relevant University Degree (MA or PhD)
> Excellent command of English; at least oral command of French, Arabic or Portuguese
> At least 15 years professional experience
> Thereof a minimum of 5 years professional experience in a non-academic environment (this may include consulting) and 3 years professional experience in a leadership position
> Substantial experience in working with senior professionals and/or leaders of the AU Commission, RECs and/or member states
> Substantial experience in drafting policy papers and practitioner briefs (as distinct from scholarly articles)

5. Communications Officer, starting 1.6.2011

The IPSS aims to organize a high level conference on peace and security in Africa in November, 2011.

Objectives
> To develop and implement communications, outreach and resource mobilization for this conference.

Principal tasks
> Develop communications and outreach strategy and plan
> Develop resource mobilization strategy and plan
> Implement agreed activities

Special Qualifications
> Relevant University Degree (BA or MA)
> Excellent command of English and French
> At least 8 years professional experience in journalism or pr
> At least 3 years professional experience and demonstrated success in resource mobilization
> Work experience across Africa
> Excellent capability to present complex issues to executives and the public
> Demonstrated experience in handling all levels from strategic to day-to-day follow up
> Demonstrated success in communications and outreach for specific projects or issues (test question: what change did you make in involving decision makers and the public?)

Additional requirement for application: Submit samples of your work (6 – 10 pages).


Fixed Term Positions

6. Head, Outreach and Research, from 01.06.2011

Objectives
> To develop and implement the Outreach (conference) and research programme of APSP
> To contribute to the long term development of APSP as member of its leadership team

Principal tasks
> Develop the research programme “African Solutions in Peace and Security” and ensure its implementation through dedicated staff
> Develop the outreach programme of the APSP including a high-level conference on African Peace and Security and ensure its implementation through dedicated staff

Special Qualifications
> Relevant University Degree (BA or MA)
> Excellent command of English and French
> At least 15 years of relevant professional experience
> Work experience across Africa
> Substantial experience of working with strategy / policy issues, preferably related to peace and security
> Substantial work experience with the African Union and/or REcs
> Demonstrated experience and success in handling the establishment of a complex institution / project at all levels from policy / strategic to day-to-day follow up
> Familiarity with working at executive levels of government and business


7. Training Leader, from 01.06.2011 (readvertisement)

Objectives
> Ensure the delivery of the training course MPSA
> Ensure the on-going development of its curriculum
> Identify further training needs and develop and implement training programmes accordingly

Principal tasks
> Identify needs for the adjustment / further development of the curriculum; establish and coordinate teams of experts for respective tasks
> Ensure that the curriculum is updated on time for each session to be delivered
> Identify and hire facilitators as per requirements
> Identify and make available resource persons
> Ensure training delivery meets all formal requirements and matches agreed standards
> Ensure training facilities are kept according to standard
> Ensure participants are selected/ admitted and that all formal requirements for their participation are met
> Manage the online learning platform

Specific qualifications

8. Course assistant for the course “Managing Peace and Security in Africa (MPSA), starting 1.7.2011

Objectives
> Support the Training Leader in the delivery of the training course MPSA
> Perform all logistics and documentation tasks related to the delivery of MPSA

Principal tasks
> Monitor the curriculum “readiness” through the curriculum control sheet
> Support Training Leader in identifying and hiring facilitators as per requirements
> Identify and make available resource persons
> Ensure training delivery meets all formal requirements
> Ensure training facilities are kept according to standard
> Ensure participants are selected/ admitted and that all formal requirements for their participation are met
> Implement the online learning platform

Specific qualifications
> Relevant University Degree (BA or MA)
> Excellent command of English and French
> At least 4 years professional experience
> Excellent communication skills
