Project/Proposal Summary:
MSI is currently seeking a Senior M&E Officer as part of a three-year project to support a USAID-funded youth livelihoods and empowerment project. The project is targeted to youth in areas that experience post-election violence in 2007. The objective of the project is to work closely with youth-led and focused Kenyan organizations to support micro-enterprise funds and training as well as political advocacy work to support youth participation in the political process.
Position Summary:
The Senior M&E Officer will be a senior-level position reporting directly to the project Chief of Party (COP). The position will be responsible for designing and leading all monitoring and evaluation activities on the project. The position duties include leading the methodology and technical direction for all performance measurement and evaluation activities for all program activities in Kenya. The Senior M&E Officer will oversee a small M&E staff and work closely with the project COP to present all project results to USAID Kenya. .She/he will lead the development of the project PMP and will be crucial in developing strong relations with the project implementing partners and building a relationship of trust and support. She/he will be responsible for ensuring that data reported on a quarterly basis are high-quality, reliable data that follows the definitions and process outlined in the project PMP. The assignment period would be June, 2011 through May, 2014 at a full-time level of effort.
Responsibilities:
• Report directly to the project Chief of Party and ensure that the PMP is carried out fully in terms of data collection, definitions, and reporting;
• Work closely with the Kenyan project partners, to support their data tracking and reporting capacity on a quarterly basis;
• Work closely with the COP to develop the PMP and brief the Kenyan partners on indicators and data collection and reporting process;
• Work closely with the Financial Analyst / Grants Specialist to ensure appropriate use of funds and accuracy in reporting
• Lead the design and implementation of mid-term and final evaluation activities;
• Works closely with the USAID database tracking system and ensure accuracy of all data entered into the system;
• Develop quarterly progress reports based on performance measurement and evaluation activities.
Qualifications:
• Demonstrated expertise in Monitoring and Evaluation for USAID funded projects;
• Substantial experience working with vulnerable youth populations in Kenya;
• Advanced degree in social sciences preferred;
• At least five years experience tracking and reporting performance results for USG funded projects, including experience writing narrative updates on performance measurement;
• Experience designing PMPs, M&E tracking tools and instruments;
• Substantial experience conducting field sites visits and key information interviews;
• Professional level fluency in both English and Swahili;
• Excellent English-writing skills.
