Project/Proposal Summary:
MSI is currently seeking a Chief of Part (COP) as part of a three-year project to support a USAID-funded youth livelihoods and empowerment project. The project is targeted to youth in areas that experience post-election violence in 2007. The objective of the project is to work closely with youth-led and focused Kenyan organizations to support micro-enterprise funds and training as well as political advocacy work to support youth participation in the political process.
Position Summary:
The COP is the project leader, responsible for overseeing all project activities and ensuring good communications and direction to local NGO partners. The COP is also the primary point of contact between the project and USAID and is responsible for ensuring the creation and timely submission of annual work plans, annual reports and quarterly progress reports. The COP is also ultimately responsible for ensuring the timely and effective management of all project activities and staff. The assignment period would be June, 2011 through May, 2014 at a full-time level of effort.
Responsibilities:
• Direct all project activities and staff;
• Maintain relations and management of all Kenya project partners, to ensure consistency in project service delivery and tracking;
• Work closely with project finance staff to oversee the micro-enterprise fund programs;
• Work closely with finance staff to ensure effective tracking of all costs and management of project budgets;
• Lead and maintain strong relationships with private sector industry in Kenya to support program activities;
• Develop annual work plans, annual progress reports and quarterly reports.
Qualifications:
• Previous experience working with vulnerable youth populations, preferably in Kenya;
• Substantial experience leading USAID and donor-funded youth development projects, including prior experience at the Chief of Party level;
• Advanced degree social sciences preferred;
• Previous experience overseeing micro-enterprise fund programs;
• Substantial experience in strategic planning developing annual work plans and ensuring consistency of project service delivery;
• Experience using performance measurement systems to provide continual self-assessment and amelioration of project activities;
• Fluency in English, some knowledge of Swahili appreciated;
• Excellent English-writing skills.
