PURPOSE OF POSITION:
The purpose of this position is to provide leadership in planning (and measuring) overall organizational effectiveness and conducting targeted research that will facilitate evidence-based decision making and policy development in East Africa.
KEY RESPONSIBILITIES:
• Work with regional teams, national offices and learning centres to map-out existing standards and agree on indicators that will be monitored at all levels of the region in order to assess overall organizational effectiveness. • Design and implement a system that will consolidate performance indicators from all regional departments and national offices to measure performance in sponsorship, finance, operations, • IT, supply chain management, audits, peer review, P&C, DME/LEAP, etc. • Regularly (monthly, quarterly, semi-annually) analyze program effectiveness data – prepare progress reports (highlighting good performance, performance gaps and suggesting practical interventions to improve performance). • Provide on-going support to national offices to ensure all monitoring systems (sponsorship database, LEAP/DME, GNOD, etc) are regularly updated to maximize data quality, integrity and management utility. • Coordinate the process of developing standards against which the performance of learning centres will be assessed ( and conduct annual performance assessments of learning centres). • Coordinate the process of developing technical guidelines for learning centres (including process standards to guide identification/promotion of better practices; research and technical support to national offices). • Provide technical leadership to all evaluations in the region to ensure all processes (planning, execution, dissemination of results, etc) meet established WV and industry standards. This will include conducting annual meta-analysis of evaluations conducted in the region in order to establish trends, key lessons learned to guide on-going programming. • Provide support to PMU to identify gaps in project management, plan and implement appropriate strategies to address those gaps. • Work with regional program effectiveness and ROSM to ensure all NO and RO strategies have appropriate implementation and performance management plans (and lead periodic reviews to assess progress of strategy implementation at all levels of the region).
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
• A Masters degree in economics, statistics or any field-related to research and development • A minimum of 5 years leading research and evaluation projects • Good knowledge and understanding of WV performance management frameworks and systems • Must have strong analytical, problem-solving, organizational and report writing skills. • Proficiency in computer applications specifically on MS Office and Project Management. • Must have the ability to work under pressure and on multiple tasks/changing assignments. Must have the ability to take ownership of tasks and drive them through to completion. • Ability and willingness to learn and adapt to new systems and processes • Clear verbal and written English communication skills. Knowledge of French would be an added advantage • Excellent interpersonal and relational skills.
