European Management Solutions is in the process of identifying 1 expert for the EC tender “Northern Uganda Rehabilitation Programme (09 ACP UG 016)”.
Global objective:
To provide the Programme stakeholders with an external, overall, independent and objective assessment of the outputs, outcomes and potential impact of the Programme vis-à-vis the expected results as contained in the logical framework, and other achievements derived and to identify relevant lessons learnt that could guide the design and implementation of the 10th EDF programmes in Northern Uganda
Required qualifications:
- Masters degree in preferably development studies, rural development, or any other disciplines related to development
- Knowledge of current evaluation theory and practice (EC, DAC-OECD),
- At least 15 years of relevant experience in managing, monitoring and evaluating development programmes, including assignments in East Africa and/or similar contexts.
- Proven experience as team leader in short term assignments, including final evaluations – open minded with ability to facilitate and coordinate team work and accommodate and take into account the views and opinions expressed by a variety of stakeholders, with rigor and objectivity.
- Experience in managing complex Rural Development and/or reconstruction programmes in a post-conflict environment; experience in Sub-Saharan semi-arid areas is an asset .
- Conversant with EDF rules and regulations and evaluation theory and practice
- Excellent communication and presentation skills
- Excellent writing and analytical skills
- Fluency in English
The Team Leader will be involved both in the NUREP (orientatively 25 days) and Post Floods (orientatively 5 days) evaluations
