Description:
dTS is a strategic management consulting firm leading initiatives in social and economic development worldwide with a view to promoting equality and accountability. In recent years, dTS has worked in over 40 countries and provided gender integration, training and capacity building, and monitoring and evaluation services to USAID and the World Bank.
dTS is seeking MIS/GIS Advisor candidates to serve on an upcoming USAID funded Kenya M&E project. The MIS/GIS Advisor will perform an analysis of USAID/Kenya's programs and performance management needs—including external reporting requirements—compare them with systems developed for other USAID missions, and recommend an optimal system design for this Mission. The GIS/MIS Advisor will also be responsible for procuring necessary software or equipment, design the system, develop a roll-out strategy for implementation, conduct all necessary testing, provide any training required for successful adoption of the system to USAID/Kenya and implementing partner staff, establish and maintain the system, and troubleshoot system use. S/he will also insure report generation, system integrity, and information flow from USG project implementers to the Performance Information Management System (PMIS).
Qualification:
Qualified candidates should meet the following requirements:
- Advanced degree in information systems, geography, cartography or a related field with a concentration in technology applications (required)
- Minimum of 7 years of experience in geography, cartography, and GIS with a broad understanding of MIS in the context of M&E (required)
- Minimum of 5 years experience designing and implementing M&E results frameworks; developing M&E systems; developing PMPs, work plans and indicators; collecting and analyzing data; and monitoring on-going programs for USAID or other large donor organizations (required)
- Extensive experience in implementing M&E projects for USAID (required)
- Field experience in Kenya (required)
- Detail oriented and organized
- Strong communicator, both verbally and in writing
- Good problem solving skills
- Team oriented individual
- High level of proficiency in MS Office applications and databases
