Purpose
Review efficacy of existing economic strengthening work of UN, assess and provide concrete recommendations on future harmonized programme options for UNCT consideration in the UNDAF & UNDAP.
Specific activities
1. Assess range and typology of a) existing frameworks and mechanisms in Ethiopia and b) economic strengthening programmes undertaken by UN organisations during the current UNDAF (World Bank, UNDP, ILO, UNFPA, WFP)
2. Compile evaluation findings from current programmes.
3. In accordance with UN joint programmes, UNDAF and to inform the proposed UNDAP, define comparative programmatic roles of UN agencies.
4. Assess potential partnerships with the micro-finance sector (national and regional) and mass membership organizations, including assessing the demand and readiness of the private sector to enhance their CSR in relation to provision of credit to the most vulnerable. These may differ between regions.
5. Define operational learning objectives for the UN in the area of economic strengthening.
6. Identify specific support roles to pre-existing traditional support mechanisms (iddirs, equbs, local committees and associations).
7. Preparing of documentation, presentation of findings and facilitation of consensus and ‘buy-in’ among relevant stakeholders on the proposed modalities and division of labour (briefing with UNCT/Joint Gender Programme Management Committee and a workshop with all relevant stakeholders)
Expected outputs
a) 30-40 page report containing
1. Broad existing economic strengthening architecture
2. Profile/typology of UN supported economic strengthening work in current UNDAF
3. Recommendations for future operations from existing documentation/evaluations
4. Model of UN coordination and overall programme support interventions in economic strengthening in accordance with the UNDAF
5. Recommendations to inform new UNDAP regarding intermediate results and UN programme roles and synergies
6. Public private partnership options that emphasize the leveraging of private sector resources with state and non-state technical assistance to target economic support to the most vulnerable.
b) Documentation on consensus and way forward
1. Reports, including decision points from briefings
2. Workshop report, including ‘action plan’ for next steps with roles and responsibilities
Qualification and experience required
• Advanced University degree in Finance or related field
• A minimum of five years professional experience - demonstrated engagement in micro-finance or similar field assessment, good communication, plus excellent writing and reporting skills
• Significant social protection/economic strengthening programme experience, including practical experience with governmental and non-governmental entities for improving system capacities
• Organizational management, systems approaches or institutional development
• Action research design
• Proven ability to work across disciplines
• Ability to effectively communicate and write in English Consultans’s Responsibility Regarding the Service
The consultant is not covered by any of UNICEF’s privileges and immunities. The consultant will be responsible for everything to do with the assignment, including damage to anyone or anything, and if they suffer any injury during the implementation of the Activities. UNICEF will not accept liability for anything they do or any injury they suffer.
The consultant will ensure that all he or she (a) meets the standards of qualification and technical and professional competence necessary for the achievement of the Activities’ objectives; (b) complies with the anti-harassment policies of UNICEF and the provisions of the Secretary-General’s Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse; and (c) does not expose intended beneficiaries, including children, to any form of discrimination, abuse, or exploitation. The partner will ensure that all relevant national labour laws are observed.
The consultant will further assure UNICEF that he or she will comply with all applicable local laws governing its operations including labour laws. He or she will comply with all contractual obligations it enters into including those relating to rent and payment of debts, including the anti-corruption policies of UNICEF.
Payment Schedule:
20% at time of contract initiation
40% upon submission of deliverable (a)
40% upon submission of deliverable (b)
