The job holder will work in the office of the Technical Director to contribute to a clear vision and strategy for AAH-I Country programmes. S/he will perform frequent field visits to different project sites to enhance programming, managerial and M & E skills of key AAH-I staff; through such visits programming challenges and bottlenecks will be identified and joint corrective measures instituted. Assist in writing proposals, supporting field teams in project start-ups (through inception planning meetings/workshops) and subsequent technical support in project implementation as may be required from time to time. Monitor progress of field projects through M& E systems in place in the various projects. Provide support to teams on effective PTMs. Provide professional representation for AAH-I in NGO forums, and other professional functions as the need may arise. Liaise with donors and potential partners in consultation with TD in identifying and pursuing potential programmes and funding opportunities. Prepare periodic reports on project progress.
Duties & Responsibilities • Technically contribute to the strategic planning process for both the overall AAH-I and country strategies, based on research and environmental trends. • Provide program support to Country teams on PME (planning, Monitoring and Evaluation)
• Assist TD to monitor the trends in the sector(s) that AAH-I operates and make recommendations on any necessary programming changes required to ensure that AAH-I remains relevant to its stakeholders • Provide leadership, coaching and technically support M&E Officers to ensure the programmes deliver quality services to the beneficiaries • In consultation with TD, provide technical support to field teams to develop Annual Operational Plans and Budgets based on the approved proposals for all projects and seek the Country Director’s approval.
• Monitor projects implementation to ensure projects are executed within the time frames and within set standards and provide technical support as required • Contribute to the development/review of AAH-I programme execution models to facilitate consistent programme implementation • Review/ support preparation of project/program reports including performance reports, donor reports and M&E reports and provided required feedback to improve quality/performance • Provide oversight to ensure programme quality adheres to government/ donor/ AAH-I standards as necessary. • Provide support and technical advice to Country programmes as may be required from time to time • Contribute to researching, planning and developing new project proposals. • Assist TD in monitoring PMTs and provide assistance where necessary • Represent AAH-I in NGO coordination forums and other professional meetings as the need may arise from time to time
• Develop positive relationships and where appropriate, support the development of partnership agreements/ Memorandums with local organizations, community representatives and local authorities. • Together with TD identify areas for extension of programs and the development of possible areas of new interventions according to the AAH-I/ Country Strategy
• Identify bottlenecks to project implementation and advise on necessary corrective measures in consultation with the TD
• Prepare and submit progress reports

Key Performance Indicators (KPI’s)
(i) Time: (Timely Reports) • Reports (both donor and organizational) are delivered on time. • Implementation is according to operational time frames
iii) Numbers: • Number of proposals for prospective funding delivered • Number of programme design models developed
QUALIFICATIONS • Advanced university degree in social sciences, development studies, statistics, economics or related field • At least five years work experience in planning processes, managing performance, and monitoring and evaluation in large governmental or international development organization of which at least three years have been at a senior level. • Experience in selecting and managing consultants. Experience in monitoring and evaluation of programs/projects • Experience in capacity building and facilitating training in M&E methodologies, systems, and data collection • Excellent experience in proposal developments and donor relations • Excellent knowledge of MS Office programs (Word, Excel and Power Point) and database applications • Excellent written and verbal communication skills
