Overview:
Projects, if openly and properly implemented, provide opportunity for learning and sharing. The continuous analysis of results by the project team allows for adaptive management, which greatly enhances the probability of success for any project. In addition, evaluations provide a formal feedback mechanism which can give further opportunities for learning, and may lead to the re-design of the project.
The importance of strengthening a unified M&E system within each country program and at organizational level as a whole cannot be underscored. A unified M&E system has several advantages. It contributes to more-efficient use of data and resources, ensures that indicators and sampling methods are comparable over time and reduces duplication of effort.
A strong unified M&E system helps to ensure that: • Relevant, timely and accurate data are made available to senior Country program leaders and project managers at each level for corrective decision-making • Selected high-quality data can be reported to managers and other stakeholders • The project/ program deliver effective services to its beneficiaries • The project/ program can meet stakeholders’ reporting requirements including donors
The M&E framework Varying frameworks may exist that may be applied to M&E systems. However the one that we prefer and is commonly used is: the Input –Activity-Output-Outcome-Impact framework. This reflects indicators that are used at different levels to measure what goes into a program or project and what results are achieved.
ABOUT AAH-I: Action Africa Help International (AAH –I) is a Not-for-Profit Organisation registered in Kenya and also in; Sudan, Uganda and Zambia. AAH-I is seeking technical support services from competent consultant to develop an M&E Strategy to strengthen its M &E system in countries of operation
Objective: The main Objective for commissioning the consultancy is to develop an M & E Strategy that will strengthen a unified M& E System within the organization and the countries of operation. A unified M & E system will assist to achieve the following: • Selecting standard indicators and measuring, reporting and using quality information in a manner that meets key stakeholders’ needs (including the donors); • Clearly defining the standard services that are delivered and establishing both routine and longer-term measures of progress; • Formulating a participatory M&E strategy by providing an overview of key issues to consider • Evaluating, reviewing and improving M&E systems over time
• Coordinating reporting in accordance with project deliverables and national data systems, thereby encouraging the use of existing, widely agreed and accurate measures; • Communicating the M&E requirements and processes in the context of performance-based reporting.
Outputs and Deliverables: The key outputs and deliverables are: • A draft M& E Strategy that will be presented to key stakeholders in 1-2 day workshop for further input • Final M & E Strategy document • M & E Manual outlining the procedures to be followed for field teams • Training users on use of the Manual
Methodology: A participatory process will be used that will help to tap the experience of the various stakeholders including the project staff. Initial discussions will be held with the HQ staff followed by email communications with the country program teams. The draft strategy will be presented for further discussion in a 1-2 days workshop of the key stakeholders before finalizing the document
Evaluation Timetable: The assignment will take place over a period of 2 weeks from 2 May – 16 May 2011with the final document delivered by 17 May 2011
Cost: Resources available for the assignment will include the consultant fees, travel, subsistence allowance, and workshop expenses.
