Role and Responsibilities
To develop, lead, monitor and evaluate the health component of the South Kordofan programme, with a particular focus on state-based coordination. Provide cover in absence of other health staff and (potentially) Projects Coordinator (PC).
Project Overview
Supporting and improving standards of Reproductive Health (RH) Care and Public Health Promotion (PHP) project; capacity building of local staff; refresher courses for health cadre / midwives; health promotion through community health programmes. Approx 32,000 beneficiaries across a widely spread-out geographical area.

Key activity areas
Health Programme (PHP and RH) Management
• Manage a comprehensive activity plan, including resource needs analysis covering the time frame of the project proposal for the programme together with the PC and in collaboration with the RH and PHP managers. • In coordination with health and WASH sectors, support the identification and improvement of PHP and RH material as required, with approved and appropriate health practices. • Ensure appropriate training is conducted for all levels of Health staff. • Plan and conduct health assessments to expand to other areas if required.
EPI Programme
• Manage, supervise and evaluate the implementation of the EPI component of the health programme.
Outbreak Preparedness and Response
• Ensure that the medical team is able to respond appropriately to outbreaks in a timely manner according to recognised procedures.
Financial Management
• Manage the health budget as required in liaison with relevant managers. Staff Management
Manage personnel related issues for health staff (eg: job descriptions, recruitment, staff appraisals and staff development and training and general well-being).
Administration / Communication / Coordination
• Act as focal point for health part of donor and other reports in collaboration with the RH and PHP managers. • Lead in the development of new proposals.
Quality Management
• Strive to adhere to Sphere standards, MoH guidelines and HAP principles and other relevant good practice as far as possible within operational constraints.
Public Relations
• Develop and maintain relationships with local authorities, NGO's on site, and other stakeholders, with the objective of raising public awareness of Medair and ensuring good cooperation and partnerships.
Qualifications
• Qualification or experience in public health or health related field • Certificate / Diploma / Masters in Public Health or Tropical Medicine desirable
Experience / Competencies
• 2 years experience post training • 2 years experience in health care / work in a relief or development setting • Previous management and leadership experience • Able to set clear objectives for international and national staff, delegate and coach / guide staff to develop their skills • Team player with good interpersonal skills • Capacity to give spiritual support • Able to cope with a fast moving environment where change is constant • Willingness to cover other jobs as needed • Able to cope with basic living conditions in the field and during field trips • Able to develop and maintain effective relationships with work colleagues, beneficiaries, other agencies and local authorities • Good report writing skills and administration skills • Ability to understand history and political context of the environment • Planning, assessment and analytical skills • Knowledge of relevant monitoring and evaluation approaches • Sensitive to team security and committed to security protocols and guidelines
Medair standard working requirements for the field
• Committed to Medair values • Reflect the vision and values of Medair when interacting with team members, local staff, beneficiaries and external contacts • At least one year of professional experience in a relevant field (more experience preferred) • Minimum 3 months inter-cultural overseas experience • Willing to commit to Medair for a minimum of one year • Single, or married (without dependent children) • Aged 25 - 55 generally preferred • Strong working knowledge of English (oral and written) • Working knowledge of French (oral and written) for French speaking field programmes • Competent with MS Word, Excel, PowerPoint and Outlook • Able to live and work with a multicultural team under difficult conditions • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit • Successful completion of Medair Relief & Rehabilitation Orientation Course (ROC)

Working Conditions
• Working in the South Kordofan demands a high awareness of possible security risks such as landmines. The political situation is sensitive and volatile and demands much security awareness and the ability to deal diplomatically with external relations.
