The role will be part of a team providing programme management, monitoring, secretariat support and the operation of a grant fund for a government accountability programme.

Duties and Responsibilities:
Conduct fiduciary assessments of non-state actors considered for financing
Manage and maintain accounting and finance records for grants in-kind
Coordinate regular and ad-hoc financial reports whilst ensuring compliance with key donor requirements
Account for and pay invoices for grant and non-grant related expenditures to and track monthly "burn rates" for each
Track the transfer of funds between the headquarters office and field
Establish and review systems and procedures to ensure low transaction costs for banking as well as timely and effective accounting and payments
Track and document the overall monthly programme burn rates and estimate pipeline needs
Develop and implement the financial systems of the project
Train new finance and non-finance staff on the program’s financial controls system
Ensure the project activities adhere to client and Head Office financial procedures as appropriate.
Ensure project financial records are up to date and accurate.
Manage project funds, maintain project accounts and submit timely and reliable financial reports.
Facilitate timely disbursement of funds, including all direct payments from the joint project.
Monitor project resources to ensure timely transfer of funds.
Prepare regular financial reports for the Joint Steering Committee (JSC).
Prepare consolidated reports on the overall financial progress of the project
Review and advise the JSC on financial reporting compliance of specific project partners.
Maintain an accurate database of information on all financial transactions and disbursements records of the grants managed by DAI.
Work closely with grants manager in monitoring grantee compliance with financial management and reporting obligations and facilitating timely disbursements.
Assist with financial management and reporting capacity development of program implementing partners.
Education
The candidate should have a relevant advanced degree in accounting, finance or business administration, and a professional certification in finance and accounting.
Experience
Must have relevant professional experience (at least 5 years), in financial management (budgeting, accounting, auditing).
Extensive experience with financial management of donor funded projects
Experience from working with Government of Kenya would be an added advantage
Experience with governance related activities would be an added advantage
Competencies
· Ability to systematically break down complex problems, complete an assessment of options and propose the optimal situation.
· Knowledge of donor accounting and audit requirements is an added advantage.
· Proficient in relevant computer applications and databases.
· Fluency in English
