DEPUTY REGIONAL DIRECTOR, MANAGEMENT QUALITY

PRIMARY FUNCTIONS:

This position is part of the Regional Management Team (RMT) led by the Regional Director. The Deputy Regional Director for Management Quality (DRD/MQ) is responsible for promoting excellence in management quality and stewardship of resources, ensuring proper management of financial, human and material resources and information systems, and for contributing to regional and agency strategic development. The DRD/MQ provides oversight of the regional security portfolio in coordination with the RD. The DRD/MQ leads the regional management quality team composed of the Regional Technical Advisor for Management Quality (RTA/MQ), the Agreement Analyst, Senior Technical Advisor (STA) for Monetization and Commodities (shared 50% with CARO), the Regional Information and Systems Analyst (RISA) and the regional office Administration Manager, and closely collaborates with the Regional Finance Officer (RFO).

RESPONSIBILITIES:

Management Quality

1. Oversee the development and improvement of the various MQ systems at the CP level, ensuring that they adhere to the agency-wide MQ standards.

2. Provide technical assistance to improve implementation and compliance with the required systems.

3. Review policy manuals covering administration, property/inventory, procurement, staff safety and security, and human resource management and ensure regional consistency of policies.

4. Contribute to the regional learning agenda by increasing country programs’ awareness of relevant MQ standards and best practices and promote capacity building initiatives.

5. Be the regional point person for risk management. Provide regional review and advice on risk analysis and regularly communicate to the Regional Director and relevant HQ departments any significant risks within the region and country programs.

6. Ensure the country program’s compliance with CRS policies, donors’ regulations and national laws.

7. Oversee the regional review of contracts, agreements, MOUs and other legally binding instruments in coordination with relevant HQ departments. Provide advice to the country programs on contract negotiations.

8. Ensure that CP systems and tools are adequate and in place to promote efficiency and productivity resulting in high quality output, and to ensure reporting compliance with required standards.

9. Support/Participate in the proposal review process especially as regards staffing, management structure and budget in coordination with the DRD/PQ and the RFO.

10. Mentor the CPs’ Management Quality Coordinators.

11. Participate in the design and implementation of an agency-wide management quality assessment tool, capacity building assessment tool and other agency-wide systems and tools to ensure the field perspective is represented.

12. Oversee the regional office’s day-to-day administrative operations.

13. Support and/or advise the Regional Director and regional management on various issues as required.

Financial Resource Management

1. Collaborate with the Regional Finance Officer on overall financial and budget management to ensure quality standards are achieved.

2. Support and advise on various financial issues that can affect overall quality related to risk and contingency management, learning and capacity building and other broader issues.

3. Contribute and participate in resolving audit related issues and ensure that lessons learned are integrated into the regional learning agenda.

4. Coordinate with the RFO on capacity building needs of finance staff to ensure a holistic approach to staff development.

Human Resource Management

1. Coordinate with the regional management team, country programs and Headquarters on the formulation and implementation of HR strategies, and monitor the achievement of strategic objectives.

2. Provide guidance on strategic staffing, recruitment, training, staff development and needs assessment, and performance management to ensure the placement of right staff for the right job.

3. Monitor and provide guidance on the formulation and implementation of HR policies and procedures including but not limited to salary survey and administration, review of personnel manual, and labor-related issues.

4. Serve as a resource person to country programs on human resource management.

5. Promote, coordinate and support capacity building of both CRS staff and partners and ensure the effectiveness of training and development initiatives.

6. Mentor the CPs’ HR Managers.

7. Provide support and advice to the Regional Director on various HR-related issues.

Monetization and Commodity Resource Management

1. Supervise and mentor the Senior Technical Advisor (STA) for Monetization and Commodities. (Note - This STA position is currently shared with CARO.)

2. Ensure proper standards are adhered to for monetization, commodity and supply chain management.

3. Provide support to the STA in ensuring that the CPs have adequate systems in place to track commodity plans, requisitions, shipment, discharge and delivery, warehousing and distribution, losses and claims, and the overall logistical process.

4. Ensure CP staff receive adequate training and development in the area of commodity management and accounting.

Management Information Systems

1. Supervise and mentor the Regional Information Systems Analyst and ensure the achievement of strategic objectives related to management information, communication and technology.

2. Promote the development and optimal use of management information systems at country and regional levels.

3. Ensure that the entire region meets the required minimum standards for information technology that will improve overall business processes.

4. Coordinate with the country program, regional management team and Headquarters to ensure that technological changes and new trends supported by the Agency are integrated into SARO’s work culture.

Safety and Security

1. Be the regional point person for staff safety and security.

2. Provide guidance in formulating, implementing and updating of Staff Safety and Security Guidelines, Evacuation Plan, Emergency Contact Information, and other security related reports.

3. Provide support to the RD, regional management team and country programs on emerging emergencies and responses, coordination of logistics, resources, IT infrastructure, and ensure that proper systems are in place prior to and during an emergency response.

4. Coordinate with Headquarters, regional management team and country programs to ensure that proper staff care is available and received, when needed.

Qualifications

1. Masters in Business Administration, Public Administration, Management, international development or related field.

2. Seven to ten years experience in development or emergency programming, including at least five years living in a developing country.

3. Minimum five years of experience in a management capacity with direct supervisory responsibilities.

4. Strong quantitative and analytical skills.

5. Ability to balance attention to details and the big picture when making assessment and recommendation.

6. Knowledge and familiarity with USG reporting and program standards/compliance practices

7. Demonstrated understanding of industry standards and management best practices

8. Demonstrated knowledge of and ability to utilize a variety of training and technical assistance methodologies appropriate for groups from diverse backgrounds

9. Strong communication skills (oral and written) in the English language.

10. Very good influencing and relationship skills.

11. Ability to transfer knowledge in formal and informal settings.

12. Ability to function effectively as part of a multi-cultural team.

13. Willingness to travel extensively to SARO program offices, CRS/HQ and other agency locations throughout the world.

Foreign Language Requirements: French and Portuguese are desirable.
