It provides policy guidance on the management of OSCE financial and material resources and develops and maintains OSCE Financial Regulations and Rules and Financial/Administrative Instructions. Information and Communications Technology Services (ICTS) ensures efficient, available, and cost-effective management, operation and utilisation of Information Technology (IT) in support of the core business of the OSCE. This comprises activities associated with co-ordination, operation, management, development and implementation of Information and Communications Technology (ICT) supported projects and infrastructure. Tasks and responsibilities: Under the direct supervision of the Director of the Department of Management and Finance, the Deputy Director for Information and Communications Technology Services (ICTS) will have a key role in defining information systems strategy and related policy making on the basis of OSCE objectives established by the participating States and ensuring directives from the governing bodies and senior management. The incumbent will be tasked with: - Developing and monitoring the programme budget; planning and co-ordinating the development of work programmes and the allocation of staff resources, and monitoring performance of staff in the section; managing multiple and concurrent large, high-profile projects;
- Managing hardware/software for the Organization; identifying emerging hardware and software technologies and products, assessing their likely impact on the organization’s information systems plans and advising on acquisitions;
- Developing and monitoring IT policies, procedures and performance standards; providing active support to current OSCE activities or developing new ones;
- Defining the needs of the Organization with regard to information systems in close co-operation with senior management and proposing a prioritized programme of systems development in support of the organization’s objectives and strategic plans;
- Advising senior management on computer systems development and the implications of various information and technology alternatives;
- Planning, providing and managing optimum IT services and developing information technology policies, procedures and standards for the OSCE Institutions and field operations;
- Initially defining and subsequently reviewing IT quality systems, from both tactical and strategic viewpoints; ensuring that adequate technology, procedures and resources are in place to support a stable and effective systems software and database environment;
- Designing appropriate IT architecture; putting in place quality assurance systems, risk plans and security measures to ensure that systems development projects are carried out in accordance with the Organization’s agreed standards, methods and procedures; determining application and system integration and linkages within the Organization;
- Applying techniques to resolve intricate operating, technical and co-ordination problems and taking action to deal with unforeseen events in a timely manner;
- Performing other related duties as assigned.
Necessary qualifications: - Advanced university degree in business administration, public administration and/or computer science or other related advanced degree;
- Ten to twelve years professional experience in an international environment (international organization, public or private sector) in planning, development, implementation and operation of complex management information systems, strategic planning and programme management;
- Extensive experience in managing an Oracle EBS-based ERP environment;
- Sound experience at senior managerial level in a computer service centre serving both centralized and decentralized information and communications technology environments or in a IT consultancy environment;
- Experience in ERP systems upgrade and transformation would be an asset;
- Qualifications and demonstrated skills in IT governance, project management and IT security;
- Experience in working with web-based systems;
- Knowledge of current and upcoming products in the IT market;
- Excellent leadership an project management skills for managing diverse staff groups and multi-annual complex IT projects;
- Professional fluency in written and spoken English; knowledge of other OSCE working languages would be an asset;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Proven interpersonal skills and ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.
Remuneration: Monthly remuneration will vary between EUR 8,040 (single rate) and EUR 8,655 (dependency rate) depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
