The Mine is located in the Biharamulo Forest Reserve, South West of Mwanza in Kagera Region. FINANCE AND ADMINISTRATION MANAGER - ONE POST (01)
Reporting Line: Mine General Manager
Work Station: Biharamulo Mine Site
Contract Duration: 24 Months
KEY DUTIES AND RESPONSIBILITIES:
To maintain overall supervision of the Finance and Administration Department to ensure timely, efficient and effective administrative services are provided.
To develop and maintain work practices and procedures to the highest professional and safety standards to achieve optimum performance of the administrative function in order to meet Company objectives. -
To provide leadership, direction and motivation to departmental personnel and to promote a professional,-vigorous and safe working environment.
To develop, implement and maintain on-going written procedures and training in the department to ensure the efficiency of all functions
To ensure adequate site security of Company property and security of bullion transportation are maintained.
To supervise the operation of the accounts section to ensure proper and efficient procedures are followed and Company standards are maintained.
To assist in the preparation of short and medium term forecasts and budgets
and in the preparation of annual operating and capital budgets.
To be responsible and accountable for causing a person within their area of authority to complete the outwards advice procedures for each bullion shipment, at the time of shipment.
To be responsible and accountable for nominating a person from the department other than the Metallurgy or Security departments, to hold bullion safe combinations and to be available when required by the Refinery Supervisor for bullion safe access.
To be responsible and accountable for confirming the existence of a valid Bullion Shipment contract at least annually.
To be responsible for Financial and Accounting which includes inter alia, financial reporting, maintenance ·of financial systems, policies and procedures, accounting manuals and documentation, management reports, capital and operating budgets, taxation, banking, costing, payroll, accounts payable/receivable, fixed assets and property control, petty cash, expenses, authority levels etc. .
To establish and maintain good relationships with public authorities, educational institutions, Local Government and Local Community groups, on matters affecting the Company's operation.
To work closely with other department heads and the General Manager as part of the Senior Management Team to promote Company policy and philosophy in order to achieve Company goals.
To ensure all per-sorts within the Department comply with safety work practices, Mines Regulations Act and mine safety rule requirements.
To observe personally all safety regulations, rules and procedures to promote safety through personal example.
PROFESSIONAL QUALIFICATIONS AND EXPERIENCE
The Finance and Administration Manager should possess tertiary Commercial or Accounting qualifications and ACCA (Association of Chartered Certified
Accountants) or CPA (Certified Public Accountant) accreditation. Business
Administration (BA) or Human Resource Management (HRM) qualifications would be highly counted .
The ability to complete projects on time without supervision and ensure the efficient operation of the Administration Department is essential. All work performed must be of a high standard of professionalism and in accordance with Company policy and procedures. Good organization skills and the ability to promote sound accounting and administrative practices are essential.
The incumbent must have a minimum of five (5) years of experience in the commercial and administrative field including at least three years in a similar position within the gold mining industry.
Good written and oral presentation skills are essential. Good communication skills are also necessary to effectively liaise with other departments and organizations. The ability to effectively communicate on a personal level and to handle personal problems is also essential.
The abilities to effectively supervise and assist subordinates with problems are essential. Good leadership skills in providing motivation, setting organizational objectives and monitoring performance are also necessary. The incumbent must be prepared to work as part of the Senior Management Team and to promote Company policies and philosophy.
Some experience in computer applications preferably Word, Excel and Sage are desirable
