Information and Communication Technologies (ICT) Integration Manager, Tanzania
We are currently seeking a long-term ICT Integration Manager for a multi-year USAID-funded market development program in Tanzania. The project will have a strong focus on sustainable, private-sector driven market development in several agricultural value chains, including rice and maize.
Responsibilities:
- Lead the integration of technology-enabled solutions across the project’s technical components (which includes Agricultural Marketing and Trade, Business Management Systems, and Access to Finance and Investment). The aim of these ICT Integration efforts is to advance the overall competitiveness and inclusiveness of the agricultural sector, working with project staff, project agribusiness partners/clients, and with technology service providers.
- Provide technical and managerial oversight and leadership of ICT integration strategies and activities, contributing to the design, implementation, and monitoring of annual work plans and strategies, and ensuring that ICT Integration interventions respond to identified market opportunities and create sustainable development outcomes.
- Proposes, designs, and then supports the implementation of a variety of technologies that provide creative solutions to value chain constraints or opportunities. This could be through developing partnerships, providing direct technical assistance, training or advice, etc, and will include such cross-project interventions/strategies as mobile banking; e-financing, use of business operations software to improve internal performance or customer/supply chain management, SMS and voice messaging to reach clients and supply real time information of stock, inventory, and transactions; use of radio groups to spread awareness; and e-weather forecasting or market information systems
- Stay abreast of changes in the technology sector in Tanzania and regionally – including companies, new products and services, innovative applications of existing products/services to solve agricultural value chain constraints, etc.
- Pursue and maintain an understanding of the various value chain participants and their inter-relationships, and assess and provides trend information on contacts and information flows between the various actors based on frequency, duration, and conduct.
- Makes suggestions to senior leadership and the M&E Director of technology that can reduce the project’s resource burden associated with collecting project monitoring data – for example, identifying opportunities to leverage data already being obtained in service of the technical objectives.
- Supports and participates in the knowledge management work regarding ICT including but not limited to: contributing to the preparation and drafting of the ICT Outreach sector components of project reports and any other project publications as required; monitoring the performance of the technical team in regards to ICT outreach and documents all changes (both qualitatively and quantitatively) in line with the program’s M&E framework and guidelines for tracking the transformation process and ensures that all such data and information is shared within the program.
- Actively engage in collaborating with program stakeholders as they relate to the ICT Outreach program including trade associations, NGOs, government agencies, universities, research agencies, value chain actors, other donor programs, and strategic partners.
Minimum requirements:
- Bachelor’s Degree in Business, Computer/Information Science, or similar field
- At least 5 years experience in designing and implementing ICT solutions to resolve private sector client constraints, preferably in the agricultural sector and in service of development goals.
- Demonstrated experience in working across teams, developing partnerships and outreach plans
- Technical experience developing methods for communication outreach via mobile, radio, and/or web, reaching rural areas/clients and targeted at the agricultural sector
- Familiarity with the commercial agricultural sector in Tanzania
- Collaborative, creative team player with minimum 3 years of leadership experience
- Fluency in English and Kiswahili
